From FPC:

Two Republican legislators have put forward legislation that would take what they call "a reciprocating stock, or any other device which is designed to accelerate substantially the rate of fire of a semiautomatic weapon" and regulate it under the NFA like a suppressor.

This bill faces the same issue as every other bump stock ban: what does it mean to accelerate the rate of fire?

What does it mean for a device to be designed to accelerate the rate fire?
