A bill that is up for concurrence, like SB1966 can't be amended but they can gut and replace language in another bill and send it through the process. So technically a House bill that has passed over to the Senate could be amended and then quickly sent back over to the House for concurrence.

So, it's important to keep in contact with your senator and express your opposition to SB1966 and any attempt to circumvent the process.
