Governor VETOES FOID for Tannerite bill SB0315

A boatload of bills were acted on today one of which is SB0315 which the governor has vetoed.

Veto Message

August 25, 2017

To the Honorable Members of
The Illinois Senate,
100th General Assembly:

Today, I veto Senate Bill 315, which would require purchasers of pre-packaged explosive components to hold a FOID card.

This bill is an unnecessary state regulation of a Federal issue. Tannerite, the target of this legislation, is a stable explosive that requires a high-speed bullet to detonate; purchasing the firearms and bullets required to detonate Tannerite already is regulated by the Illinois FOID card system. If Tannerite or other binary mix explosive components require further regulation, it should be done at the Federal level by the Department of Justice and its bureaus.

Therefore, pursuant to Section 9(B) of Article IV of the Illinois Constitution of 1970, I hereby return Senate Bill 315, entitled AN ACT concerning employment, with the foregoing objections, vetoed in its entirety.

On 5/25/2017, Superintendent Eddie Johnson predicted a 50% reduction is Chicago violence within 3 years of SB1722 becoming law.  The bill was signed into law on 6/23/2017. The clock is now ticking.

Glad Rauner killed this stupid bill.

Poorly written and unnecessary.

I am embarrassed bills like this make it out of committee.

Well, we'd have to hire some cronies to regulate tannerite.  Two tannerite inspectors, a tannerite inspector supervisor, and one tannerite manager somewhere in the vast bureaucracy.  


The Second Amendment of the Constitution protects the rest.

Have you tried lately to buy the components and mix it yourself? Nearly impossible to get locally since the federal government started regulating fertilizer over a decade ago. Believe me. I've tried, in order to save money, and I'm on a secret list now.  :laugh:  Not to mention the fact that they changed the formulation of commercial fertilizer to make it non-reactive.

If you're talking about the cold packs, you'd have to buy a gazillion of them to have any real amount of the stuff.

Yes, I know you can buy it online in bulk, because that's what we do now to save money. We go through over 100lbs every time we get together for a range day.

You don't use fertilizer for tannerite...

Most people aren't buying more then a couple packages of the tannerite which you can simply buy/make after 5 minutes of googling.. 

If you want to do something extravagant you buy online in bulk anyhow because ready mix tannerite isn't cheap anyhow.... 

 

Now it used to be easy to buy 400 mesh german black aluminum and potassium nitrate but that I agree is a lot harder these days, I never purchased fertilizer anyhow.

You can buy both on Amazon or any pyro supply website.

Perchlorate is safer but anywhere I looked last time around still had 1 lb limits unless you can find it under a table at a show.
