Governor Rauner explains it in these terms:
 

SB 31 - HELP US FIGHT THE MEDIA'S LIES
As many of you have reached out to us regarding SB 31 (TRUST Act), the so called "sanctuary state" bill, I wanted to be sure to arm you with facts to combat the misinformation that is running rampant with this piece of legislation. Here's what you need to know:

The liberal media doesnt want to give Governor Rauner a win so theyre distorting what the TRUST Act is.


Some have said its a Sanctuary State bill nothing could be farther from the truth.

Democrats originally proposed that the TRUST Act make Illinois a sanctuary state but Governor Rauners negotiating team stopped it.

The City of Chicago may be moving in this direction, but Governor Rauner stopped Illinois from becoming a sanctuary state.
This plan is supported by business and law enforcement.

It DOES NOT conflict with the U.S. Department of Justice actions aimed at sanctuary cities as many have said.

Law enforcement is able to detain illegal immigrants who are dangerous criminals or have done something unlawful, bringing Illinois in line with federal court rulings.

These law enforcement are able to communicate with federal agents if needed but don't need to do their jobs for them any longer.

Law enforcement are now able to focus on dangerous criminals - illegal or not - rather than non-criminals.

It encourages immigrants to cooperate with law enforcement.

Three myths exposed:
-Does NOT create safe zones such as hospitals and schools
-Does NOT create sanctuary state or municipalities
-Does NOT prohibit law enforcement communications with federal agents

Just like Governor Rauner stood up for conservative values in vetoing Mike Madigans 32% tax hike, Governor Rauner stood up for conservative values by stopping Illinois from becoming a sanctuary state.

I am sorry but if the law doesn't change anything, why sign it?  Now we sit and wait for another prisoner release that goes on to hurt or kill someone in Rahm and Rauner's sanctuary city and state.   He signed it and now he will own anything that happens as a result.

Anything that bars federal agents access is Sanctuary no matter how you spin it.

It even bars federal or immigration agents from access to records on when someone they do want to detain will be released so they can take them into custody.

CAN is a lot different then MUST! 

 

Hopefully every dollar returning to the state next year will be conditional on compliance with federal law, when the state is poised to loose BILLIONS vs a couple million things will be different.

Subsequent to that vote, the House came back trying to override the SB1 veto. It needed 71 votes and received only 63.

Emergency Special Session 8/29/2017

 

In the House yesterday, SB1947 (School Funding) initially failed after legislators still hoping to override the Governor's veto of SB1 (School Funding) voted against it.  Then, given their opportinity to override the veto, they were served a dose of reality by failing to muster the required 71 votes.  Defeat firmly in hand, they then concluded that something is better than nothing and passed SB1947 when it was called for a second vote.

This bill, SB1947, should be taken up in the Senate today, which is scheduled to start at 11:00 AM.

My local rep (D - voted against SB1947) is telling me on Facebook that SB1947 not only includes the Chicago bailout from SB1, but actually contains about $40 million more for Chicago than SB1 did. I don't know if it's true though...

I believe it does include the bailout, but I don't know the actual numbers.

I'm fairly confident it will pass the Senate; if not there are a few bills that could be re-written into a new bill. It's not explicit and I can got through it with you in person. The pension cost as a formula would eventually reduce payments as districts (CPS) begin to trend towards adequacy. By moving the pension payment (and legacy costs) into the pension fund - you guarantee a set payment; plus legacy payment that won't go down and needs more - hence the additional $40M - Rep xxxxxxx ® and Rep yyyyyyy (D) and myself are all on a budget committee and we all share the same view - both yyyyyy and xxxxxx spoke my points, thus I didn't speak on the floor but I share their views.
I guess I don't really agree. There are other things in this bill that both sides don't like. I think that my rep is making a plausible reason to not support it to 'hide' disapproval of something else... most likely the 'School Choice Tax Credits' that were included (a voucher system wanted by Rauner). She was strongly in favor of the pre-AV SB1 and didn't have an issue with the CPS 'bailout' then...

Any person that enters the country unlawfully or overstays a visa, is committing an ongoing offense. They are criminals, why have the requirement that they commit some other crime before being able to take action? Sent from my iPad using Tapatalk

Any person that enters the country unlawfully or overstays a visa, is committing an ongoing offense. They are criminals, why have the requirement that they commit some other crime before being able to take action? Sent from my iPad using Tapatalk

 

Entering the country illegally and after some stage of overstaying a visa simply needs to be a felony. 

 

They are laying out the red carpet for civil unrest in this country.

If you have been listening to these bills, they are switching to performance based funding.

Chicago has closed 51 poor performing schools and moved the kids to other schools.

Those better performing school will count all the kids this year, they will get a ton more funding.

All a game until these schools begin to fail as well.

CAN is a lot different then MUST!

We honestly need to lose funding. The faster the system collapses, the sooner we can arrest the politicians and clean up the state.

What's also sad is that your typical Chicago Democratic yuppie liberal doesn't see what's wrong with robbing the downstate kids of an education to fund a corrupt, bloated CPS bureaucracy.

Downstate kids go to school in districts that could use a lot more funding. But of course, the kids in Chicago are "more deserving" and get more money, which ultimately they never really see because it goes to the CPS bureaucracy.
