And he was given only school discipline for bringing weapons to school on 2 occasions, both prosecutable, and both would have invalidated him from firearm purchase.

"Guidance" is basically the Department of Education (with or without the president's direction) saying, "Hey, you could do this if you want." They're all still local programs, not a federal one.

 

I believe a juvenile record even of felony charges would eventually be sealed, unless he was charged as an adult. Regardless of that, the fact remains he wasn't charged or convicted, and a lack of a criminal conviction is also not a crime. Maybe he somehow "should have" been a prohibited person, but he wasn't, and police don't (and should not) have the power to seize firearms without a court order from someone who is not a prohibited person.
