"Guidance" is basically the Department of Education (with or without the president's direction) saying, "Hey, you could do this if you want." They're all still local programs, not a federal one. I believe a juvenile record even of felony charges would eventually be sealed, unless he was charged as an adult. Regardless of that, the fact remains he wasn't charged or convicted, and a lack of a criminal conviction is also not a crime. Maybe he somehow "should have" been a prohibited person, but he wasn't, and police don't (and should not) have the power to seize firearms without a court order from someone who is not a prohibited person.
