Carrying on Expired CCL During Renewal Processing

Information gathering:

 

Has anyone had any problems with law enforcement because of carrying on an expired CCL while their renewal was being processed?

I was pulled over by Indiana SP while my IL CCL was in process of renewal.  The officer asked if I had a firearm and then to see my card.  Aside from a speeding ticket, everything went fine.  He said the "system" showed I had a valid CCL.

No issues or personal knowledge but the ISP certainly has not done a good job of education here at renewal time.

Saw a post elsewhere that when a guy talked to his Chief of Police, they said while it is technically still active in the ISP system, you are required by law to carry a valid card, if showing expired it's not valid.

Saw a post elsewhere that when a guy talked to his Chief of Police, they said while it is technically still active in the ISP system, you are required by law to carry a valid card, if showing expired it's not valid.

 Someone is looking into that.  It might just be a case of an LEO not knowing the law.  The Chief who said the card had to be valid is not interpreting the law correctly.  Wish we knew who that is.

I think that we are getting 2nd person quotes and paraphrasing here from other sources.  The chief was right, as far as is stated in the link.  He apparently did not give a full explanation.  

That CCL with an expired date is valid card, as long as 70 c applies.

 

 

 

Section 70    (c ) A license is invalid upon expiration of the license, unless the licensee has submitted an application to renew the license, and the applicant is otherwise eligible to possess a license under this Act.

I got pulled over for no headlights while using wipers. The officer let me go with a verbal admonition, and as he was leaving said "Oh, your concealed carry is expired".

I replied that I had applied for a renewal, and was stuck waiting. He nodded and said "They don't make it easy for gun owners in this state, do they?", smiled and walked back to his squad.
You will not 'rise to the occasion', you will default to your level of training - plan accordingly.

Despite their rallying around us at election time, honoring only 8 hours of Illinois' 40+ hour law enforcement class towards a 16 hour requirement shows the contempt that our elected officials hold us in.

In the email ISP sent me immediately after I renewed,
it said NOT to be concerned, as long as you renewed
BEFORE your card expires.
I will be copying and carrying that Email in my wallet,
just in case.
