New proposed gun control legislation in Oregon

I expect similar proposals coming nationally and probably here in IL with Fred Flintstone in office.

A bill set to appear in the Legislature this year would require Oregonians to obtain a permit before buying a gun, limit the amount of ammunition a person could buy, outlaw magazines with a capacity of more than five rounds and create gun locking and storage requirements.

 

 

It's the broadest of more than a dozen bills dealing with guns submitted by lawmakers ahead of the 2019 Legislature, which convenes Jan. 22.

 

The bill came from Students for Change, a group of Lake Oswego teens formed last year after the shooting at Marjory Stoneman Douglas High School in Parkland, Florida. They lobbied lawmakers and Gov. Kate Brown last year and pledged to come back this year with a legislative proposal.

 

Rep. Andrea Salinas, D-Lake Oswego, and Sen. Rob Wagner, D- Tualatin, submitted Senate Bill 501 on their behalf.

 

 

Wagner said that it's "probably a long shot that something like this passes in whole cloth," but this is the bill the students wanted to put in front of the Legislature.

 

"What we told them is that this is your movement, and we want to support you as representatives," Wagner said.

 

Some other 2019 bills focus on aspects of SB 501, such as raising the minimum age for purchasing a gun to 21, lengthening background check delays or setting firearm locking requirements.

 

But no other bill attempts to achieve as many gun-control goals as SB 501.

 

Wagner said the students did all the research for the bill and he hasn't looked much into its constitutionality.

 

 

Other lawmakers did have thoughts on that aspect.

 

"The Oregon Constitution is clearer about the Second Amendment than the United States Constitution. We value and respect firearms in Oregon and this is not a partisan issue," Rep. Bill Post, R-Keizer, said in a statement. "The bill is culturally blind to the heritage of our state and Oregonians values."

 

Permit required for gun purchase

The bill would require a person receive a permit from their county sheriff before purchasing a gun.

 

To qualify for a permit the person would need to: be at least 21 years old; have no criminal convictions; have not violated a restraining or stalking order; not use illegal controlled substances; and provide proof of completing a firearms safety course.

 

Within a 30-day period, someone could apply for one handgun permit and one rifle or shotgun permit.

 

If someone meets all of those requirements, a sheriff could still deny a permit if he or she "has reasonable grounds to believe" that they are likely to be a danger to themselves or others.

 

Copies of each permit approved would be kept by the sheriff for at least one year.

 

Limiting 'large-capacity' magazine

If it were to pass in its current form, the bill would also require all "large-capacity" magazines be altered, given to law enforcement or disposed of within 180 days after passage.

 

 

With exceptions for tubular feeding devices on lever-action and 0.22 caliber firearms, the bill defines "large-capacity magazine" as: "an ammunition feeding device, whether fixed or detachable, with the capacity to accept more than five rounds of ammunition."

 

The ban wouldn't apply to law enforcement officers or military members who need larger magazines for official duties.

 

Other restrictions in the bill include:

 

Capping at 20 the number of rounds of ammunition a person could receive in a 30-day period, exempting shooting ranges.

 

Requiring firearms be stored with a trigger or cable lock or in a locked container when not carried or within reach of the gun's owner.

 

Gun owners would be required to report the loss of a firearm within 24 hours.

Sheesh anyone remember when the gun grabbers insisted that 10 rounds were common sense limits?

 

I know all along most 2nd supporters were and are well aware that they never intended to stop at 10 rounds and won't be happy until they mandate no rounds.

 

The only thing positive I can see coming from grabs like this is that the maybe the SCOTUS will grow a pair and put an end to the nonsense.

When did the proclaimed needs for your day job supersede the Constitutional rights of everyone else? Any 'need' they proclaim would literally apply to everyone else that found themselves in the same situation.

LWW's are never satisfied. "Common sense" is not something they have.

Ive always said that liberals really KNOW how to take away rights and gain rights that dont really exist. Incrementalism. This proposal wont pass, but maybe a 10 round magazine limit will. Get people used to it, see NO change in crime rates and then in a few years, make it 5 rounds. Rinse and repeat until you get to total gun ban/confiscation.

 

On the other hand, look how theyve gained LGBTQRSTUV rights. Same way- a little at a time.

The "rights" that they concoct don't protect true inalienable liberty, the faux tights that they concoct create dependency. Like the "right" to free health care and the "right" to free education. Those things make the beneficiaries dependent on the politicians and it empowers politicians to enact confiscatory taxes on the rest of the citizenry.

 

And these anti-gun politicians in Oregon spin this yarn that its so wonderful that kids are participating in the political process and striving to make life better for everyone. They know damn well that it's just their leftist constituents manipulating a bunch of kids to give the appearance of a grassroots movement.

 

Whenever there is a real grassroots movement - like NRA, they work with their anti-gun allies in the media to discredit it.

 

Any of their staged political theater is "grassroots" but any group that disagrees with them is shilling for evil corporations.

In the same breath these liberals will be the first one to tell you that these 'young minds' are 'not developed and 'don't understand consequences' and thus they should not be held accountable for their actions or allowed to make adult choices on there own.

 

They play both sides of the coin, whatever fits their narrative of the moment.

 

As you said, these kids are not making these decisions, they are just parroting back what they were told by the adults around them, that is not being involved that is being manipulated and used.

This bill is what Bloomberg wanted in front of the legislature and Students for Change was created by Bloomberg. That is Bloomberg's movement like Everytown and Moms demand action too and many other groups created by him and those students are Bloomberg's paid lobbyists too. You support them as representatives because you are paid by Bloomberg.

 

Bloomberg has said that 3 bullets is all you need and if you can't shoot the deer with 3 rounds it deserves to live. Anything with more than 3 rounds is a high capacity assault weapon and all this laws he is pushing all over the country reflect what king Bloomberg wants to impose on us like the soda tax he is pushing all over the country.

As long as he or his bodyguard also only has three bullets,

I'd say something about what happens with the criminal has the 4th round but this isn't the back door and I would never advocate that.

Of ALL the stupidity, my favorite is the 20 rounds of ammunition purchase limit per month. Not only is it arbitrary, but aside from certain boxes of defensive ammo, it’s not even a number that ammo is boxed.

There was a bill in NY a few years ago that would have mandated no more than 20 rounds (at most) in any 3 month period. They somewhat hid the actual number by tying it to magazine capacity (no more than double the capacity of any gun registered to you) so if and when they dropped mag capacity again it would have automatically dropped the amount of ammo you could buy

The sad thing is that the same people will then unironically say something like "no uterus, no opinion" when it comes to abortion laws
