What year did law enforcement stop murdering fugitives in America?

In the early part of the 20th century it seemed that Police officers/FBI agents could apprehend wanted fugitives dead or alive. The example of how John Dillinger was gunned down with out being allowed to surrender is an example. I just wondered when this policy changed. I don't see the wanted posters using the words dead or alive anymore.

Actually J Edgar Hoover put out the wanted dead or alive notice to his FBI agents regarding John Dillinger. The Chicago Head of the FBI and his agents gunned John Dillinger down when he walked out of a movie theater in Chicago. They did things differently back then. Another case of ambush murder by Law enforcement was when they gunned down Bonnie and Clyde when they drove by in their car.

I believe it was the case of Tennessee v. Garner that set the standard for when law enforcement can employ deadly force to stop a suspect. Tennesee v. Garner set the standard that law enforcement may only use deadly force to stop a fleeing felon if the an officer believes the suspect to be armed and to pose a threat to themselves or others should the suspect be allowed to flee.

I believe the case was heard in the Supreme Court in 1973 IIRC.

I may be wrong but I believe if you look up various accounts, Dillinger was in the process of pulling a firearm out of his pocket right before agents shot him. He also tried to evade them so he did have a chance to surrender but I think everyone knew he wasn't going to.

There are conflicting reports on the death of John Dillinger. It is a fact he surrendered peacefully at least 2 times previously.. He just kept escaping from jail. I don't think they gave him a chance to surrender due to the humiliation the FBI suffered trying to get him in the past. Also Bonnie and Clyde were not given any notice whatsoever. They were just ambushed by the Police while driving their car.

So you think they should've gave them a chance to shoot it out? Don't be a murdering criminal and you have very little to worry about!

 

And why would you use the term murder in your heading? A justified homicide is not murder.

Because this is America and we have laws to punish criminals? Cops don't get to play judge, jury and executioner. Innocent until proven guilty. Doesn't matter if 1,000 cops saw someone commit a crime. You're still presumed innocent.

 

But we can go back to shooting suspected criminals if you want but it won't be long before the power is abused and truly innocent people are killed. History has proven that tokens and again. Absolute power corrupts absolutely.
