Harry, you sneaky snake, you...! It was announced a while ago it would be voted on as an amendment. Reid pulled it out of the main bill and will not include it in there. He survived in 2010 partially because his opponent was a terrible, but it was also in probably the most unfavorable election for Democrats in at least 40 years. 2016 being a Presidential election year drives turnout, which favors Reid. Also, the demographics of Nevada are swinging toward Democratic candidates. Granted an election is 3+ years out, but I'd call it at best a toss-up either way. It will be voted on as an amendment, essentially just so votes can be on record for "gotchas" to be used in the future for the politicians.
