She had a question regarding "FOID carry" in the meantime. Since IL allows to transport your pistol in your vehicle or person, could she legally keep hers in her purse with her, provided it is in a case and unloaded? The "Unlawful Use of Weapons" (UUW) statute, 720 ILCS 5/24-1( a )(4), allowed this prior to passage of the concealed carry act (and still does): "transportation of weapons that meet one of the following conditions: (i) are broken down in a non-functioning state; or(ii) are not immediately accessible; or(iii) are unloaded and enclosed in a case, firearm carrying box, shipping box, or other container by a person who has been issued a currently valid Firearm Owner's Identification CardIt is section (iii) above that is often understood to allow you to "transport" an unloaded firearm in a purse, bag, etc. There are many threads here at IllinoisCarry on this issue and it has been hotly debated. Personally, as an approved and active Illinois concealed carry instructor who does not currently qualify for a CCL in this state, I've concluded that transporting an unloaded firearm in a slingpack or similar bag meets the letter and intent of the law, and that is what I do.
