Be patient. The elements IMO dont seem to be as consistent in progression and meaning as they did when applications first opened up. Outgoing mail is usually assembled into batches to be sent out via postal service. Based upon volume and presorting by area iirc, this allows the sender to get a discount on mailing costs. The only thing that might give Chicago a time advantage is that the minimum number for presort mail is 500 pieces, which might be achieved fast to Chicago ZIP codes, due to the higher population per ZIP code than other places in the state.
