When the legislature last met, on 5/23/2020, several bills had been approved for Senate consideration in the 2020 Fall Veto Session: SB2534 Crim Cd - Felon - Vehicle SB2535 FOID Act - Repeal SB3033 Gun Crime Charge & Sentencing That Veto Session never took place, and there is currently no indication that these bills will be taken up in the Lame Duck Session. Also at that time we were actively watching 5 bills, the most critical being SB1966 Block Illegal Ownership (fka Fix the FOID Act). Given that the Senate has not committed as of this writing to any Lame Duck Session days, perhaps the best way to look at this bill is that they probably have not pre-planned it's passage, but nothing is guaranteed. The House, on the other hand, has scheduled session for all 5 days beginning the afternoon of 1/8/2021, through 1/12/2021. Though the morning of 1/13/2021, is potentially available for 101st General Assembly business, none is anticipated at this time. Rather, the House will convene at noon on the 13th and proceed directly to the 102nd General Assembly Inauguration. While we're currently keeping an eye on HB5548 House Amendment 1 and it's companion in the Senate, HB3840 Senate Amendment 1, it's potential effect on us is not an immediate threat. Given this overall lack of bills touching on our interests, our intention is to report events in a single Lame Duck thread unless changing circumstances dictate otherwise. Provides that beginning January 1, 2020, all handgun ammunition that is manufactured, imported into the State for sale or personal use, kept for sale, offered or exposed for sale, sold, given, lent, or possessed shall be serialized. Provides that beginning January 1, 2020, any person who manufactures, causes to be manufactured, imports into the State for sale or personal use, keeps for sale, offers or exposes for sale, or who gives or lends any handgun ammunition that is not serialized is guilty of a Class A misdemeanor. Provides that beginning January 1, 2020, any person who possesses in any public place any handgun ammunition that is not serialized is guilty of a Class C misdemeanor. Provides exceptions. Provides that beginning January 1, 2020, the Department of State Police shall maintain a centralized registry of all reports of handgun ammunition transactions reported to the Department in a manner prescribed by the Department. Provides that if an officer of a law enforcement agency initiates an investigative stop, including but not limited to a traffic stop, of a licensee or a non-resident carrying a concealed firearm, the licensee or non-resident shall disclose to the officer that he or she is in possession of a concealed firearm under the Act and present his or her concealed carry license to the officer if he or she is a licensee or present to the officer evidence that he or she is a non-resident qualified to carry under the Act (rather than providing this information upon the request of the officer). Provides that the licensee or non-resident shall also identify the location of the concealed firearm (rather than providing this information upon request of the officer). .
