FCCL, FOID, and CCLRB Data - as of 1 Dec 2017

As of the end of the day on Nov 30, 2017, there were 271,142 active FCCLs and 2,232,669 active FOID cards. The Concealed Carry Licensing Review Board (CCLRB) had a backlog of 896 applications in the queue for review.
The CCLRB backlog report is EXCELLENT NEWS and reflects a tremendous amount of progress, especially since this number was more than twice that level early this summer and had exceeded 2,000 in the queue for more than a year. Many thanks to Molly B., Mr. B., et al for pushing this hard with the ISP.
The first attachment below was obtained via Freedom of Information Act (FOIA) request to the Illinois State Police. In addition to the totals just mentioned, this document includes a table that captures the current cumulative totals for Illinois Concealed Carry Licenses (CCLs) issued to nonresidents and residents since the program began. Note that these totals represent the total number ever ISSUED, and are not adjusted for those that have since been revoked or cancelled. This table also includes totals for CCLs that have been denied, revoked, or are currently awaiting action from the Concealed Carry Licensing Review Board (CCLRB).
The second attachment contains a trend analysis based on prior FOIA requests. Raw/calculated data are in the table, followed by some graphs that paint a visual picture of where we've been and where we stand today. Look at the CCLRB Backlog chart for some encouraging news.
Based on the current FCCL issue rate, we should hit 300,000 active FCCLs by the middle of 2018 (August?).

I truly believe the days of being under board review for years is coming to an end!

 

If you have been under board review for a year or more, please send me a private message with your full legal name, application number, and the month/year you went under board review so I can make sure you are on my list of Applicants to monitor. I want to make sure no one falls through the cracks.

 

If you have been under board review for less than a year, we are advocating for you too and will make sure you don't get left behind either.

Is the reduced backlog due to less applicants or better processing by ISP?

 

I sent my application in Dec 7th without fingerprints, it will be interesting to see how long this takes.

The CCLRB (Concealed Carry Licensing Review Board) backlog number represents those applicants who received an objection and were elevated to a review board to make a decision on issuing their licenses. It has nothing to do with the routine processing of applications.

 

Edited to add: This thread should give you some anecdotal reports of wait times for getting your license.

Thanks for doing all this legwork and analysis. I see a lot of good news in those graphs. :)

 

It is still sad that only 44 people from outside of Illinois have their rights recognized, but of course that was "by design" :( If they would open it up to states that were actually in the Midwest, that number would skyrocket, despite the punishing $300 fee.

This has been my hope for several months now. I am hoping all reviews that are more than 30 days old will be resolved by the end of the year - possibly end of January and start 2018 with the new process taking no more than 60 days under review: one 30 day request for additional info from LEO and applicant - one 30 day period to review the information.

 

I think that is on the optimistic side but attainable . . .

As Molly B. said, it would be fantastic to bring the backlog down to less than 60 days.

 

As long as new applications are flowing in, and the objections that elevate those applications to the CCLRB continue, we should expect to see a continual 60-day backlog once the older ones have cleared. We will never reach "zero."

 

What does that mean in terms of raw numbers?

 

For a rough estimate, I looked at a 1-year span (May 2016 to April 2017) for (1) the number of applications reviewed/disposed by the CCLRB, and (2) the number of backlogged applications awaiting CCLRB action. Basically I'm looking at this through an input/output model.

 

Based on that timeframe, a good estimate for monthly applications being sent to the CCLRB is around 90. Of course, everything is linked to the total number of applications being submitted, so in reality this may trend lower. And if Cook County would stop playing games, the numbers would be even lower.

 

With that in mind, a steady-state 60-day backlog should hover around 180 or so.

Wow, this is amazing; pretty much every academic studying this (and I know or know of all of them, and have seen their work) predicted that the rate of CCL holders would be slowing down and stabilizing at around 250,000, due to economic and social factors, and take 5–7 years to get to that point. Instead, these numbers already exceed that, and are on an upward trend that is pretty much the exact opposite of what was forecast.

 

I can guarantee that there are a lot of researchers who are having to do some very uncomfortable refiguring of their analyses and explaining why their original models have completely failed to predict this!

Considering statistics on licenses requires a FOIA request, I'd suspect statistics on objections would as well.
i found it after some searching. It was too lste to delete my post. In 5 yewrs over 9000 objections in cook. All other counties combined in 5 years equals less thsn 2000.
