In 2015 the Florida Supreme Court ruled that a defendant in a shooting, who claimed the shooting was in self-defense, had the burden of proof before trial - essentially gutting the intent of the Florida "Stand Your Ground" law.
The current bill before the governor would effectively require a trial-before-a-trial whenever someone invokes self-defense, making prosecutors prove the suspect doesn't deserve immunity under Florida's "Stand Your Ground Law."

Lucy McBath is afraid many more people will die if Florida Gov. Rick Scott signs a bill making it harder to prosecute when people claim they commit violence in self-defense.

She already lost her son, an unarmed black teenager, when a white man angry over loud music and claiming self-defense fired 10 times at an SUV filled with teenagers.

What the article fails to mention, of course, is that the shooter was convicted on three counts of attempted second-degree murder for firing at three other teenagers who were with her son and one count of firing into a vehicle. Shooting of Jordan Davis

The 2012 killing of unarmed teenager Trayvon Martin by neighborhood watch volunteer George Zimmerman opened a debate about the limits of self-defense, and it hasn't let up since Zimmerman was acquitted of second-degree murder after jurors received instructions on Florida's "stand your ground" law.

Even though Zimmerman never utilized this plea - as required under the law - and the only reference to SYG in the Jury Instructions is in the direct quote of Florida's UOF law:

If George Zimmerman was not engaged in an unlawful activity and was attacked in any place where he had a right to be, he had no duty to retreat and had the right to stand his ground and meet force with force, including deadly force if he reasonably believed that it was necessary to do so to prevent death or great bodily harm to himself or another or to prevent the commission of a forcible felony.

NORC is funded by the anti-2A Joyce foundation, and I have to wonder if any consideration was given to the increase in CCW permits during the time frame they studied compared to strictly SYG. I've also heard of studies that indicate a higher per-capita use of SYG by non-whites.
