It doesn't mandate the removal of red tape with any specificity, nor does it guarantee the adoption of any proposals. It urges Congress to pass some legislation. It doesn't guarantee the adoption of the legislation. BTW Congress is not an executive agency, so I'm not sure why this part would be in an executive order. It orders Federal law enforcement agencies to prioritize the investigation of crimes against Federal judges, prosecutors, law enforcement officers, and their families. The last one is the only one that actually does anything, but I doubt that the investigation of crimes against judges, prosecutors, law enforcement officers, and their families really languished before.
