No reason it should not be, every other enumerated right in the Constitution doesn't end at state lines or require excessive fees and burdens to exercise! OH Equal protection....I respect our service members and first responders, but the give aways in this state have gone too far, and all it does is pit people against one another and congress creatures just feed that fire and try to make people feel guilty so they can do a special give away.
