A previously unreported Office of Inspector General investigation found that in February 2016 the Florida Department of Agriculture and Consumer Services stopped using a FBI crime database called the National Instant Criminal Background Check System that ensures applicants who want to carry a gun do not have a disqualifying history in other states.

The employee in charge of the background checks could not log into the system, the investigator learned. The problem went unresolved until discovered by another worker in March 2017 meaning that for more than a year applications got approved without the required background check.

I once worked at an insurance company where we discovered that all the people in the accounting department were using a script to log on to the accounting systems using one person's username and password. It should be fairly obvious that that's a bad thing. When we found out, we deleted the script. Then for a day, no one in the accounting department could log in, because no one could remember their own passwords.

So when I read "the employee ... could not log in," what I think is "the account of the person who left 3 years ago finally got locked."

Also read that Florida will revoke some carry licenses issued during the period. No other details.

"Upon discovery of this former employee's negligence in not conducting the further review required on 365 applications, we immediately completed full background checks on those 365 applications, which resulted in 291 revocations," [Florida Department of Agriculture and Consumer Services Commissioner Adam] Putnam said in the statement.
