Headed to Wi.. Anything I need to know?

Illinois Sucks

Recommended Posts

We are headed to Wisconsin for a couple days. Anything in particular to be aware of while conceal carrying there? Any duty to inform if pulled over? Where do you find rules for carrying in states that allow CC with an Illinois CCL?

Where in Wisconsin are you going to? Something to be aware of while carrying is that I understand Wisconsin is a "duty to retreat" state.

The Brat Stop is a tourist trap serving mediocre brats. A little further north is the newly rebuilt Mars Cheese Castle- a veritable Mariano's style store.

Some of the best brats in the state can be purchased at Hoffs Quality Meats in Brownsville, WI. They have been the Brat State Champs many years over the past 40 years or so. Want a real treat? Try their Jalapeno brats!

If you carry a knife, it looks like you can now carry any knife you want. Last time I looked, you needed to have a CCL, but now it looks like the need for the CCL was eliminated in Feb, 2016.

I had a question regarding access from a cell phone. Knife Rights has the following app:

Knife Rights LegalBlade™ - World's First Knife Law App!

Available Now for Android, iPhone & iPad

Knife Rights Foundation" groundbreaking LegalBlade™ App - Knife Laws in America™ provides guidance at your fingertips to the knife laws in all 50 states, the District of Columbia and 42 cities in the U.S. with restrictive knife laws.

Knife Rights Founder and Chairman Doug Ritter notes, "While Knife Rights will continue to aggressively work to repeal bad knife laws, knowledge of the law is the first step in avoiding an unfortunate arrest, loss of your knife or other legal complications."

So I read about the WI prohibited carry locations as:

" Any individual who knowingly possesses a firearm at a place that the individual knows, or has reasonable cause to believe, is within 1,000 feet of the grounds of a school is subject to a Class B forfeiture."

and

"“School” is defined as “a public school, parochial or private school, or tribal school, as defined in s.115.001(15m), which provides an educational program for one or more grades between grades 1 and 12 and

which is commonly known as an elementary school, middle school, junior high school, senior high school, or high school.”
Based on these statutes, it would appear as though I need a map, or need to create a map, which shows all locations which qualify as the definition of "school", shows the property boundaries of each, shows the area extending 1,000 feet from the property boundaries.
Creating such a map would require significant research. Without it, one would undoubtedly pass through many 1000-foot exclusion zones during any drive of more than a mile or so in any urban area. One could envision being pulled over on an interstate, advising the LEO of CC, and being charged as per the statute because the area of the interstate highway where one was parked was within an exclusion zone.
Does anyone know if such a map exists? How do WI CC travelers deal with this law? Does claiming ignorance of the existence of the school exclusion zone work?

Keep reading the rest of 948.605

...

(b ) Paragraph (a) does not apply to the possession of a firearm by any of the following:

...

1r. Except if the person is in or on the grounds of a school, a licensee, as defined in s. 175.60 (1) (d), or an out-of-state licensee, as defined in s. 175.60 (1) (g).

Important part highlighted in red. :)

Interesting. So you would read that such that an Illinois CCW could legally carry concealed onto WI school grounds and into WI school buildings?

No. You can carry anywhere within 1000 feet of schools except school grounds and school buildings. .

The language is convoluted. But it says :

1. If you carry w/in 1k feet of schools, you commit a felony.

a. unless you have a license

I. except that even w/ a license, you can't carry on the school grounds.

BTW, I am not an attorney and this isn't legal advice. :D

Anyway, back to the important stuff:

Your mission, should you choose to accept it, is to find and investigate The Safe House:

http://www.safe-house.com

(It's an amazing spy-themed restaurant and bar with great food and cocktails, and enough stuff to see that it's almost like eating in a spy museum. As you'd imagine, it's a secretive place: there is no sign anywhere outside that says "The Safe House". Finding your way inside is the first part of the mission...)
