I'm not sure which hassle factor you're talking about. I would guess that the chance of a "hassle factor" from a bad guy at a rest area is 10-1000X times more of a risk than the chance that a cop bothers you, searches you, and busts you for a concealed weapon when you go to pee at a rest area in the middle of the night. If you had a cased firearm in your vehicle passenger compartment and also a round of ammo the firearm was considered loaded. Also liquor stores were off limits to carry when their law passed.
