Congrats to Representative Reitz and Senator Schimpf. FOR IMMEDIATE RELEASE Friday, August 23, 2019 Gov. Pritzker Signs New Law Supporting Youth Outdoorsmanship Sparta, Ill. At the World Shooting and Recreation Complex, which was shut down briefly during the previous administrations budget impasse, Governor JB Pritzker offered a renewed commitment to the world-class site and signed a new law supporting youth outdoorsmanship. One of the greatest elements of this facility is the opportunity it provides our young people to enjoy outdoor sports and recreation, whether its shooting disciplines, fishing or camping, said Governor JB Pritzker. Im here today is because I want to emphasize that it ought to be easier for our youth to enjoy all the outdoor recreation our state has to offer. The Illinois hunting community asked for these changes, and we listened because I believe that expanding hunting opportunities will have a positive ripple effect on places like Sparta, where people come to hone their skills. House Bill 3623 allows young hunters expanded opportunities to learn safe hunting practices. The bill lifts the one-year cap on the Apprentice Hunter License and creates a three-year pilot program, allowing young hunters statewide access during the three-day, youth-only deer hunting season. The new law takes effect on January 1, 2020. This legislation shows our commitment to hunter safety by expanding the apprentice hunter program, said Rep. Nathan Reitz (D-Steeleville). It will help guide new hunters to participate in a safe and legal manner while learning the important role that sportsmen play in wildlife conservation. This program will help grow the next generation of hunters and give them an opportunity to develop important safety practices early, said Sen. Paul Schimpf (R-Waterloo). The Department shall create a pilot program during the special 3-day, youth-only deer hunting season to allow for youth deer hunting permits that are valid statewide, excluding those counties or portions of counties closed to firearm deer hunting. The Department shall adopt rules to implement the pilot program. Nothing in this paragraph shall be construed to prohibit the department from issuing Special Hunt Area Permits for the youth-only deer hunting season or establishing, through administrative rule, additional requirements pertaining to the youth-only deer hunting season on Department-owned or Department-managed sites, including site-specific quotas or drawings. The provisions of this paragraph are inoperative on and after January 1, 2023. ... Sec. 3.1-5. ... (c) The Apprentice Hunter License shall entitle the licensee to hunt on private property while supervised by a validly licensed resident or nonresident hunter who is 21 years of age or older. (c-5) The Apprentice Hunter License shall entitle the licensee to hunt on public property while supervised by a validly licensed resident or nonresident who is 21 years of age or older and has a hunter education certificate. ...
