Should a concealed weapons permit be private?

A measure that would guarantee concealed weapons permit holder's privacy had a hearing Tuesday in Salem. In a packed room gun owners urged law makers to make private the fact that they have a permit to carry a concealed weapon.

A Jackson county Judge, in a case related to the Medford school teacher who wanted to bring a hand gun onto school property, has ruled that such records are public. That ruling is now under appeal. However, gun owners want to circumvent the judicial process via legislation.

Most gun owners are in favor of keeping the records private. Some worry simply about issues of privacy, while others worry that public knowledge of their permit may entice thieves.

Though nearly all the testimony favored making the records secret, a spokeswoman for the gun control group CeaseFire Oregon said people deserve the right to know who is packing a gun.

"Victims of domestic abuse should be able to freely determine if somebody has a concealed weapon," Penny Okamoto told members of the committee, which is expected to vote soon to send a version of the bill to the full House.

Right now, the Multnomah County Sheriff's Office will confirm that a person has a concealed handgun license if someone calls with a name, said Deputy Paul McRedmond, public information officer. They approve public record requests for general release of names on a case-by-case basis.

In Clackamas County, the sheriff's office will release the information for properly made requests, said Detective Jim Strovink, public information office.
