  4. I fully agree with what you’re saying, but have to ask. Why would they check your FOID to buy powder? Not required by state law that I know of.
  5. IIRC, the elimination of the expiration date from the card was portrayed as the FOID never expiring unless the holder became a “prohibited person”. Obviously that is not the case. It still expires, but now it will be harder to determine when that date is and to make sure that it is “renewed” upon gun purchases as promised. I too passed along the idea of the “digital card” information showing the expiration date. That will eliminate the agency’s responsibility to print new cards, but give us proof of validity when making purchases face to face and a screen shot to send to online ammo sellers. I thought that digital license info was acceptable to Illinois Conservation police in the case of hunting/fishing license but can’t find verifying statutes. Maybe one of you can verify/disprove that. I do know in MO, there is an app for that and digital hunting license are common. As I’ve said privately, digital access with an expiration date might make this **** sandwich just palatable enough to endure until we can get the whole concept of FOID declared unconstitutional, which should be the goal of every 2A friendly organization with activity in Illinois.

  7. It is still 30 days for new FOIDs, They have 60 days for renewals and FOID remains active during that time. Please read this!!!! Molly has posted this info twice, I've posted the renewal info once. Read the law and understand it!!!! Thank You! (430 ILCS 65/5) (from Ch. 38, par. 83-5) Sec. 5. Application and renewal. (a) The Department of State Police shall either approve or deny all applications within 30 days from the date they are received, except as provided in subsection ( b. of this Section, and every applicant found qualified under Section 8 of this Act by the Department shall be entitled to a Firearm Owner's Identification Card upon the payment of a $10 fee. Any applicant who is an active duty member of the Armed Forces of the United States, a member of the Illinois National Guard, or a member of the Reserve Forces of the United States is exempt from the application fee. $6 of each fee derived from the issuance of Firearm Owner's Identification Cards, or renewals thereof, shall be deposited in the Wildlife and Fish Fund in the State Treasury; $1 of the fee shall be deposited in the State Police Services Fund and $3 of the fee shall be deposited in the State Police Firearm Services Fund. ( b. Renewal applications shall be approved or denied within 60 business days, provided the applicant submitted his or her renewal application prior to the expiration of his or her Firearm Owner's Identification Card. If a renewal application has been submitted prior to the expiration date of the applicant's Firearm Owner's Identification Card, the Firearm Owner's Identification Card shall remain valid while the Department processes the application, unless the person is subject to or becomes subject to revocation under this Act.   8. Yes, if you apply for renewal of your FOID prior to it's expiration date, and you are not subject to revocation. So, it remains valid, your FCCL is also valid. The law: ( b.   9. From the FAQ (but still does not address notary answer when application done online) . Minor Applicants Can I apply for a FOID Card if I am not 21 years of age? Yes, a minor can apply for a FOID card with a parent or legal guardian sponsor. The parent or legal guardian must be eligible for a FOID card. The parent or legal guardian must also sign an affidavit and attach it to the application. (At this time, if you were born after January 1, 2000, you must submit your application through the alternative call-in method via the Customer Service Call Center at 217-782-7980.) And there's the answer to the question. Minors must apply via the alternative call-in method described above.
  10. Just as a point of reference, I helped a co-worker apply for a FOID. Applied on 5/9, went active 5/26, two and a half weeks. Waiting now on the actual card in the mail. The Holiday will have some impact I'm sure. AB
  11. Okay, I'll bite. That section was repealed in March 2014. K, thanks. I need to update the version of 98-63 that I have in dropbox and access from my phone.
  12. When the FCCL was first implemented, the FCCL number was your FOID number preceded by the last two numbers of the year the FCCL was issued. I.E. my FOID was 12345678 so my FCCL# became 1412345678, (FCCL issued in 2014). The FOID card was NOT replaced. Then, at some point, the ISP decided they needed to produce and issue twice as many cards, so they began issuing new FOID cards when FCCL cards were issued. Both cards have the exact same number, still based on the pre-existing FOID # (if you had one). As to d_tierne1's comments and suggestions, I agree. In fact, making the FOID the carry card with a special holographic sticker or some such designation was suggested at least as early as 2008. If you look at the current FCCL law, Section 92 calls for a task force to be implemented by the Governor to determine the feasibility of having one card for both licenses. We're still waiting for that report from the task force. AFAIK, we're still waiting on the task force members to be named. If someone can correct me, please do, I'll stand corrected and applaud!! Of all the things that need to be improved about our FCCL law, a couple of low hanging fruit seem to be the above issue, moving to one card for both; and the issue of waiting periods for holders of the FCCL. Many folks (yours truly included) have stood, fully armed with multiple magazines on body, filled out the paperwork on a new firearm, and had to walk out and return 24 or 72 hours later to pick up said firearm. Explain the logic behind that!! But, I can carry everyday, so that's a step up from 2013!!! AB
  13. The worst part is, it's not a new problem and one that we thought was fixed. But now it pops up again. Not sure if the changes in policy are not getting passed along to all the staff or if something has changed again. Molly is on it so we'll have some answers soon. If the FFL is willing, she/he might run the NICS check using your new FOID or FCCL number to see if it goes through. If the FFL is willing, do a screen shot of the approved FOID and FCCL from the ISP website and take it to the FFL. Maybe they can run I that way. Just a thought. You still wouldn't have the physical card and technically can't posses or carry without the cards. But would be interesting to see if the BG check goes through. AB
  14. This was a situation that came up after the ISP decided to issue new FOID's along with the FCCL to make the numbers the same. Seems redundant to me, but it's their call. However, it was my understanding that the situation had been resolved. I've passed your thread along to Molly, we'll see what transpires. Thanks for reporting it. AB
