If FOID renewal is not complete by expiration date

With the State Police only able, or willing, to process FOID applications and renewal requests very slowly, it seems likely that many of us will face the reality of reaching the expiration date of our FOID without a new card in hand. Where does that leave the individual? Is merely starting the renewal process enough to cover you while awaiting the new FOID card? While waiting, how does this affect, or not affect a concealed carry license? Since it appears that you cannot start the renewal process until you are 60 days from expiration, this might apply to many of us.

I understand and know that the State Police are supposed to notify you 60 days prior to expiration. My questions is, what happens if you renew immediately, but reach the expiration date of your current FOID and still do not have the new FOID in hand.

Your renewal button becomes active 90 days prior to your expiration date on your FOID card. The state has 60 business days to renew your FOID.

 

As long as you apply for renewal of the FOID card before it expires, the card remains valid and has no effect on your FCCL.

Never owned a 9mm Shield. Looked at one and almost bought it, then discovered the Ruger LC9s. Very similar in size and feel to the S&W but a MUCH better trigger. Lately I've been more inclined to carry a Glock 26 with the 12 round magazine if I am carrying OWB. For pocket carry, the Ruger is still my go to gun.

How long is ISP taking to renew FOIDs? I have been waiting 118 days for a renewal. I though FOID was suppose to remain valid as long as you apply for renewal before it expires, yet i'm trying to buy a gun and the ISP website will not approve the person to person transfer. I tried calling for 20 minutes this morning but no one at ISP answers the phone. Isn't ISP spending half a million dollars+ on a new phone system to handle the volume of calls? I love seeing out tax dollars ( & fees) at work.

Call your State Representative and State Senator to complain.

Check the ISP portal and login, see what it says in there first.......active or not!

Also did you renew before the expire date? Have to ask.

Does the portal say denied or something else?

 

You are the one buying the firearm person to person?

Then the seller is running the numbers right? Make sure they are being input correctly.

You too can check to see if it goes through and gives a transaction number.

 

Just barnstorming for you, but in a short answer the FOID does stay valid while in renewal if done prior to expiration.

 

P.S. there are several threads talking about the length of time it is now taking.

Some are over or at 120 days. And dont hold your breath waiting on the phone system helping anytime soon! Youd have to actually have an employee hired to answer them!

I guess the real question is... What does ISP mean when they say the FOID is still valid if you renew prior to expiration? Valid for what purpose? It may be "legally" valid as far as ISP is concerned, but it is not "valid" as far as LGS's, and it seems person-to-person sales, are concerned for ammo/firearms purchases. Nor is it "valid" for online ammo purchases.

 

My FOID renewal took 77 business days/118 calendar days to become Active and then 6 days for mail delivery.

And since you don’t need a FOID to purchase if you have the CCL

Why can’t a purchase be done?

 

Just asking as we made and make a big deal out of not having to carry the FOID and that the CCL is ok!

 

I am in the process of renewing my FOID.

I just checked the ISP site.

It shows the issue date and expiration date, 5/1/2020 and indicates Under Renewal.

The CCL shows active with the dates.

 

My guess is that some FFLs and private sellers never look past Under Review.

I have never sold a gun, so maybe there is something that I am missing about the process.

Two LGS's I have gone to will not accept the CCL for a firearm purchase. They require an actual valid FOID card for a firearm purchase (different possible expiration dates). Online ammo purchases of course need a valid FOID on file, not a CCL.

The number on the CCL now matches the FOID. the issue is when they run the background check on that number it comes back denied because the FOID is not active until it is no longer under review.

 

Looks like enough people have complained that the local news is writing about it.

I applied before my FOID expired, so I expected it to remain valid . The seller of the gun told me he was not getting an ISP approval so I ran the person to person transfer myself, and receive a DENIED status.

The IPS portal shows my FOID is Under Review, CCL is Active, and Instructor Certification is Active.

Have him run your CCL number for your FOID card number and see what happens. You can run it yourself too.

I am at 123 calendar days and 81 business days since I applied for my FOID renewal on 11/03/2019 which was exactly 90 days before my expiration date of 02/01/2020. I am still "Under Review" on the ISP website. I have called many times only to be disconnected and emailed multiple times with no response.

 

I did contact my state representative who followed up a couple times with the State Police. They told her that they are severely back logged on processing FOID cards because of staffing levels.

 

I am very frustrated with this entire process, especially when I have read that the money that was collected from the CCL applications was rerouted to other stuff in Illinois.

I tried with my old FOID number and get an error not found. If I try with the new number that matches my CCL I get denied. On the renewal site it stated under review. 128 days since I applied for renewal. SMH

I did. I got denied. I also got into action and got the FOID reactivated. I lost the chance to get the firearm, however.

I'm still hopping mad, and when I simmer down some, I'll have some news and some tips.
