Most people assume that each NICS check represents a firearm transfer. In the past, the overwhelming majority did indeed represent transfers. However, today, most NICS checks are done for license checks and re-checks.

 

For instance, did you know that Illinois has the most NICS checks of any state so far in 2019? More than even Texas. Far more....

That's close to ten thousand (well 9500 or so) per day.

 

So that rules out the nightly FOID disqualification runs as part of the count. 2.4 million FOIDs, nightly , say 360 days a year = 864,000,000 checks .....

 

Next most prolific is Kentucky, then Indiana, followed by Texas.

California shows no increase after July even though it instituted a requirement then for a background check for any ammo purchase. Apparently they are using their own system that does not include their numbers in the NICS counts. Also as noted in some comments to the article, if you have a concealed carry permit you don't have to do a background check when making a firearm purchase in some states. So these numbers are skewed in ways that make them meaningless depending on how they are used.

If this is about an article I was reading tonight, the reason Illinois' NICS check is so high is that the ISP is running re-checks all the time. The article showed there were over 3 million checks with 75% of them being classed as "re-checks".

That is interesting, the NICS System was designed for firearm purchases only. The ATF IOI guy told me there is no other reason to run a background check other than a firearm purchase or to rerun a check if a "glitch" happened. I remember Tom Dart was complaining about not having access to LEADS and other LE Databases so that he could object to CCL Applications. Even retail gun shops complained about not being able to use the NICS System as a background check for new hires, I'm wondering when the NICS change happened.

I read a court filing by ISP somewhere on this forum that CCL's are checked against the federal databases (e.g., NICS) on a quarterly basis.

If CCL's are being ran on a quarterly basis through the ISP/NICS System, 72hrs after the check is initiated and approved/proceed response is made, every IL CCL Holder should be allowed to walk into any gun shop and; buy a firearm, fill out the 4473, and walk out. Your background check is valid for 30 days and you were already approved by the ISP check.
