I don't think there is an in class ratio from the NRA materials. But, as you add people, TPI and measuring objective accomplishment is much more difficult. I limit my classes to 10 because I can easily teach to that size group...but I don't think most people have a problem with 20 or so. The real crunch is when September rolls around and there are way more students than anyone can handle.
