FOID & FCCL Renewal Update

 

In our last alert we shared that the Illinois State Police had filed emergency rules favorably addressing ongoing delays in processing FOID card and carry license renewals. Those rules provided that:

 

FOID card holders, who submit their renewal application will remain valid during the duration of the state’s disaster proclamation and for a period of 12 months following the termination of the disaster, even if their renewal application is/was not submitted prior to expiration.

CCL licensees, who submit their renewal application, will remain valid during the duration of the state’s disaster proclamation and for a period of 12 months following its termination, even if their CCL renewal application was not submitted prior to expiration.

CCL licensees will not be required to immediately submit proof of three-hour training with their CCL renewal application.

CCL licensees will need to submit proof of their three-hour renewal training within 12 months following the termination of the state’s disaster proclamation in order to maintain the validity of their CCL license.

 

Late last week, ISP announced completion of the programming changes necessary to implement these rules. With these changes Illinois gun owners and concealed carry licensees will find renewal and purchase procedures more streamlined during the COVID-19 disaster proclamation(s). Legislative Update

 

In legislative news, both the House and Senate are expected to return to Springfield this week for regular and special sessions. The special sessions are currently of little concern from a Second Amendment point of view. They will primarily address the budget and matters related to the ongoing state shut down.

 

Any regular sessions, however, will be times during which our diligence is needed. Several anti-gun bills, worst among them being SB1966 Fix the FOID Act, could be called for a vote with little or no warning.

 

Fix the FOID is now often called the Block Illegal Ownership (BIO) Bill in a euphemistic attempt to suggest it is something more than another brick on the backs of law abiding gun owners. Regardless of the marketing package they wrap it in, it proposes to increase the cost of buying our right to own a gun in the form of a FOID Card, to levels equal to the cost of many mid-level firearms. If passed, this legislation will place the greatest burden and financial cost on those with the least ability to bear such burden, all promoted by the self described defenders of the downtrodden in Illinois.

 

During this time of awakening to overbearing intrusions of government in our affairs, a time when meddling mayors are told to go home by kids playing basketball at the park, a time when those closest to the Governor escape his internment of an entire state, send this message to your elected officials. We are adults. We are law abiding. We know our rights. You are not our keepers and you're sure as heck not our mothers. Now go home while we shoot some hoops.
