Let’s say you could renew now so that would mean you would have gotten a 4 year license instead of a five year license.

Check back later in the year.

Will do. My only concern is that the waiting period for the renewal is the same as the original application, 120 days. It's possible that a license could expire before the classes begin in late 2018. Remember, we are dealing with the Peoples Republic of Illinois! :)

The info was helpful. I have a Master Sargent in the State Police in my congregation and he believes the 3 hour course has yet to be designed or in the early stages. If classes don't even begin until late 2018 it looks like I will be cutting it pretty close since my expiration is Feb 2019. Are your classes in Central Illinois?

So what is the going rate for the renewal class?

I expect to charge in the ball park for $30 fort he class, but there are many variables which will actually dictate class price, when the time comes. I expect to start classes 4th quarter 2018. The state re-application fee shall be $150.

the Firearm Concealed Carry Licensing act has a provision which states:

 

 

 

© A license is invalid upon expiration of the license, unless the licensee has submitted an application to renew the license, and the applicant is otherwise eligible to possess a license under this Act.

 

If you've applied and the license expires while awaiting approval, you should be good to go. Of course the officer might not know that, so if I were personally ever in this situation, I would carry a copy of the law as well as my pending application with me!

This is something that was written into the law. We instructors know what the state expects from us and we are required to tailor our curriculum accordingly. From the Illinois Concealed Carry licensing Act,

 

 

 

(d) An applicant for renewal of a license shall provide proof of completion of a firearms training course or combination of courses approved by the Department of at least 3 hours.

(e) A certificate of completion for an applicant's firearm training course shall not be issued to a student who:

(1) does not follow the orders of the certified

 

firearms instructor;

(2) in the judgment of the certified instructor,

 

handles a firearm in a manner that poses a danger to the student or to others; or

(3) during the range firing portion of testing fails

 

to hit the target with 70% of the rounds fired.

(f) An instructor shall maintain a record of each student's performance for at least 5 years, and shall make all records available upon demand of authorized personnel of the Department.

 

Furthermore, the Illinois State Police have defined this information in their instructor curriculum application as follows...

 

 

 

3-HOUR RENEWAL CURRICULUM

Renewal Firearm Curriculum must be at least 3 hours and include:

1. All applicable State and Federal laws relating to the ownership, storage, carry, and transportation of a

firearm; 2 hours Classroom Recommended

a.

The Act relating to the ownership, storage, carry and transportation of a firearm

1)

with emphasis on 430 ILCS 66/10(h) which includes instruction on the appropriate and lawful

interaction with law enforcement while transporting or carrying a concealed firearm.

2)

with emphasis on 430 ILCS 66/65 which includes instruction on prohibited areas and the parking

lot exception.

b.

The FOID Act 430 ILCS 65/1 et. seq.

______

c.

Relevant portions of the ILCS including but not limited to

1)

720 ILCS 5/7-1. Use of force in defense of a person**

2)

720 ILCS 5/7-2. Use of force in defense of dwelling**

3)

720 ILCS 5/7-3. Use of force in defense of other property**

4)

720 ILCS 24/1 et. seq. Unlawful Use of Weapons**

**

Must define dwelling, aggressor, forcible felony and unlawful use of weapons pursuant to the ILCS.

2. Weapon Handling; 1 hour Range Recommended

Live fire qualification instruction

d. Live fire qualification with a concealable firearm consisting of minimum of 30 rounds which must

include 10 rounds from a distance of 5 yards; 10 rounds from a distance of 7 yards; and 10 rounds

from a distance of 10 yards at a B-27 silhouette target approved by the Illinois State Police. (See

I would like to think the ISP is thinking ahead to the big influx of renewals at the same time and is preparing. I still dont completely undersatand why it takes 90 days to get BG checked now.

 

Are renewals subject to the same 30 day LE objection window again?

Renewals, and even an address change, are treated like a brand new application.

I would like to think the ISP is thinking ahead to the big influx of renewals at the same time and is preparing.

 

I've already begun sending them email questions. I know it's WAY early but I'm doing that kind of as a reminder. Each time they reply basically saying "We'll know more later. contact us again."

Will the 3 hour renewal class still be required for those that were exempt from training initially? It wouldn't make sense to be exempted from 16hrs but not 3hrs, but this is Illinois so sense isn't expected.

Very good question. Common Sense would make you believe that they would be exempt from the 3-hour renewal but as you stated it is Illinois. Now I need to go look at the FCCA and see what it says if anything

The answer to your question would be NO. Under paragraph (h) of Section 75 of the FCCA. Those listed under that paragraph are exempt from the training requirements of Section 75.

 

(h) A person who has qualified to carry a firearm as an active law enforcement or corrections officer, who has successfully completed firearms training as required by his or her law enforcement agency and is authorized by his or her agency to carry a firearm; a person currently certified as a firearms instructor by this Act or by the Illinois Law Enforcement Training Standards Board; or a person who has completed the required training and has been issued a firearm control card by the Department of Financial and Professional Regulation shall be exempt from the requirements of this Section.

Anyone have an idea when these refreshers will be offered? Fall 2018 seems like a drop dead date. Well, not date but season. And prices. I'm eager to bang it out and get my renewal in when ISP makes that available.

What makes you think that?

 

Because instructors are exempt per the FCCA. See my post #23 above.

After April 16, 2014, you must have a CCL prior to applying to become an instructor.
