Changed Address - Now Under Review For Denial or Approval of License

Hello all,

I apologize if this has been addressed. If you could show me how to do keyword searches in the forum, that'd be great.

I'll try to give a bulletpoint rough-draft here:

* FOID/CCL revoked and suspended in February due to divorcing vengeful wife.
* July 22 I had the case terminated without issue.
* FOID/CCL status was returned back to Active status
* ISP never mailed my cards
* I called, spoke to ISP, discovered I need to change my address to match the new address that's on my Driver's License since I do not live at the address listed on my FOID/CCL.
* I explicitly asked if I paid $80 to change my address will my "Active" status remain untouched and perfectly intact, to which she said "yes".
* I paid the payment just now and now I am under review, NOT "Active" status. Furthermore, the message that greets me when I log into my dashboard is pasted below:

"Upon receipt of a qualified application, the Illinois State Police (ISP) will issue or DENY the applicant within the timeframes set forth in statute and administrative rules. See our Frequently Asked Questions at https://www.ispfsb.com/for more details. During the review process, ISP will send notifications on key status changes to the supplied email address and send correspondence in the U.S. mail to the applicant’s mailing address. If the application is approved, the ISP will prepare, print and send the FOID or CCL card to the applicant’s mailing address."

Why is an address-change interpreted as an application? They're using language such as "if approved" and "issue or deny"....is there ever a scenario that an address-change could out of nowhere get me disqualified if I was already perfectly "Active" status just moments prior to making the payment?

First July to November to “just now pay to change”?

And

Everyone who does a change of address goes under review

The cards actually remain active and good, but in you case you don’t have possession and will have to wait in getting a physical card.

 

If you had possession you would be ok, but you don’t.

Thanks. Yes, First July to November. That's how the story goes. I did not want to give overwhelmingly boring details that did not contribute to the overall question I wanted to pose haha....sorry if it was lacking. I never had the cards, as I mentioned. And, I was never told by anyone what my status was. I left tons of voicemails, no callback. It wasn't until I decided to jump around the different departments that I finally got someone willing to look into things.

 

I knew the address was outdated on the cards. I went to USPS to do an address-forward so that any mail that went to the old address would get rerouted to my new address so that I would not have to go through paying the $80 yet until I was able to do so. ISP told me on the phone, however, that any time they mail out cards, if USPS comes across that an the address to which FOID/CCL cards are being delivered to have a forward on it, then ISP prohibits USPS to follow through with the delivery and, instead, are instructed to return-to-sender. All this time I was waiting for my cards not knowing that they would never get to me. So yes, just now I paid the $80 because finally I got someone to spill the beans and help me understand where the missing link was. I thought it was merely a backdate on delivery. Speaking of which - ISP told me that the oldest application for address change on file is 7 months, so the lady told me I could be looking at that length of time before I get my card - 7 months - after having given them my money. Go figure. Thanks man...at least I'm all good.

I understand your frame of mind and how you perceive the "active" status but for what it's worth, even if you had the cards it's like you are "under review" every 24 hours in a sense anyhow. If you get into trouble or anything happens you're going to lose your license right then and there. Even if you're "active", they are going to run you through the system every time you make a change and even without changes they are constantly running your info for disqualifiers. It's kind of creepy, almost like they are itching to find a reason to yank everything from you every day.

Thank you. I got in touch with someone from ISP and it's all good. It's still "under review" but it turns out that it's a normal thing to see when you change your address and apply for a new card reflecting the new address. Everything is still goin' smooth. Just longer than necessary.

Glad to hear it's just normal stuff.

 

I'm used to the constant scrutiny. I worked in the financial system for a very long time and if people get into trouble during their off work hours you can bet your @ss that the next business day their access card, network credentials and whatever else is locked out until they review everything with human resources. I can only imagine how often/constant our personal info is being scanned by the state. My old job used to scan every person every 24 hours.
