Proposal would require fingerprints from those wanting gun permits in Illinois

By Katherine Rosenberg-DouglasContact Reporter

Chicago Tribune

...

Do you put these kinds of overburdensome requirements on two-and-a-half million people because two people lied? No. The balance there does not make sense to me, said Valinda Rowe, who is the spokeswoman for IllinoisCarry, a gun rights advocacy group that provides support and help navigating concealed carry laws.

Rowe believes the law that requires anyone who wants a gun to spend $10 on a FOID card that is good for 10 years is unconstitutional as it stands. Any amendments or future legislation aimed at further restricting gun owners rights would only exacerbate the problem, she said. And shortening the FOID card's expiration date from 10 years to five, which is also part of the legislative proposal, puts an additional burden on citizens, she said.

More from the article.

David Lombardo, a CCL trainer who owns Safer USA in rural Waterman, Ill., said the proposed changes represent government overreach. The only ones who are going to get fingerprints are the ones who know theyre not guilty of anything. All of these laws do nothing more than put a greater imposition on law-abiding citizens, Lombardo said.

The bill also would require applicants, who now can fill out necessary forms online, to apply for both a FOID or a CCL in person at an Illinois State Police district office. Rowe also took issue with that provision.

There are only 22 district offices for Illinois State Police in the entire state. How can 22 district offices handle two-and-a-quarter million FOID applicants in their 22 lobbies? she asked.

How is the ISP going to be able to handle the crowds? Maybe the gun-grabbers are figuring (hoping?) they won't be able to. And so their (the gun grabbers) harassment of law abiding citizens will go it's merry way.

That, or they are braindead.

That's part of their plan. The ISP will only process applications Tuesday - Friday 10:00AM - 4:00PM. They will have one window where you can have your application processed and that window will be maned by the slowest employee they have who will take 2 10 minute smoking breaks every hour plus an hour lunch and 2 30 minute coffee breaks everyday. This way gun owners will give up and get rid of their guns.

One way that we as supporters of the 2nd Amendment can deal with these unConstitutional infringements upon our rights, is to seek out serving on juries, and hopefully getting on the jury of someone charged with violating some absurd gun control law. Then we can practice "jury nullification" by refusing to vote "guilty" no matter what the facts of the case actually are. About 1 in 5 in Illinois are FOID holders, so there might be a decent chance that some of us have to advance the cause of gun rights while doing our civic duty as a juror. I'm just not sure how one would go about increasing the chances of being selected for jury duty. I have only been called once in the 23 years I have lived and voted in this state and in that case was actually put on a criminal crime jury, voted as jury Foreman, and was able to get unanimous agreement as to guilt after only 5 minutes of deliberation. I would welcome the chance to serve again.

2,500,000 FOID holders and 22 ISP stations, 113,637 citizens per station. 5 years per FOID, that’s 22,728 Foids per year per station. Open 5 days a week at 52 weeks per year is 260 days per year. So 88 FOIDs per day, 11 FOIDs per hour, 5 minutes and 27 seconds per FOID, IF everything were perfect and IF one doesn’t factor in breaks and lunches. From a government office? Good luck.

That also assumes equal distribution of applicants among the 22 district stations.

Also these district offices support multiple counties so some may have to drive a distance to get to an office

They'd scratch their own eyes out before they supported legislation requiring a woman to jump through these hoops for an abortion.

Gosh, she must have been thinking about DL services and the way they can actually take care of people, answer the phone, etc.

You do run into the occasional rude one, but by and large, they know who they are serving.

Yessiree, cash and carry your fingerprints, foid, ccl, and range qual at any of our over 130 locations, lost or stolen FOID and CCL replaced on the spot.

The Driver Services Department issues licenses to more than 8.5 million Illinois drivers and more than 3 million photo identification cards to drivers and non-drivers at more than 130 locations.
