Can he get his FCCL while stationed in Texas?. Should he use my address as his home address? He took his training from me when he came home on leave. He has his FOID card and Illinois DL. Btw, under the Soldiers and Sailors Relief Act he doesn't need to utilize his parents address for "residency". He would use his last physical address of residency before heading off to bootcamp, unless he adopted residency in another state (and nobody would fault him for accepting Texas residency). If his last physical address before leaving for training was your address then he can most certainly use it, provided he's still an Illinois resident. On the majority of official forms this would be classified as his permanent address. The address of where he currently is on orders would be his mailing address.
