JOHN CARSWELL - Daily Union Lawmakers in Illinois have proposed ammunition for handguns and certain specified assault weapons sold be encoded in such a manner that the Director of State Police establishes. That ammunition contained in one ammunition box may not be labeled with the same serial number as the ammunition contained in any other ammunition box from the same manufacturer. An owner of ammunition for use in a regulated firearm that is not encoded by the manufacturer shall dispose of the ammunition. Each person selling encoded ammunition at retail in this State shall collect from retail customers a fee of $0.05 for each round that is sold and delivered in this State. Legislators are also calling for the elimination of ammunition hand-loaders and re-loaders. ---- The movement to serialize ammunition is a nationwide movement. Similar bills are on the table for Arizona, Maryland, Pennsylvania and many others. The law has already passed in California. The bills have some advocates in high places, including Presidential candidate, Barack Obama (D- Illinois) who recently commented on gun control following the fatal shootings at NIU. Obama said he believes in the Second Amendment, but that there is plenty of room for added gun regulations. "There is an individual right to bear arms, but it's subject to commonsense regulation," he said. While campaigning in gun-friendly Idaho, Obama said that he supports gun control but said he does not intend to take away people's guns. "A law that has just passed in California allows micro-tracing of bullets that have been discharged in a crime so that they can immediately be traced," said Obama. "This is something that California has passed over the strong objections of the NRA…That's the kind of common sense gun law that gun owners as well as victims of gun violence can get behind."
