Last week in the Senate, two amendments were approved on SB1722 Safe Neighborhoods Reform Tech (Mandatory Minimum Gun Sentencing) as listed below. At third reading, the bill could see a final action vote in the Senate at any time. IllinoisCarry opposes this bill as introduced and as amendment.

 

Of interest this week, HB1810 Use/Occ Tax - Firearms is not scheduled to be heard in the Restorative Justice Committee at this time. A motion to table this bill remians pending floor action. Perhaps we'll be able to soon remove it from our daily list.

 

 

Conversely, SB1524 Concealed Carry Military Fee, a bill we support and ask our members to support, is scheduled to potentially be heard in committee today, 3/14/2017. Please file a witness slip as a proponent of this bill if you haven't already.

Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes a 3.75% surcharge on firearms and firearm component parts. Amends the State Finance Act. Creates the At-Risk Youth Assistance Fund. Provides that the 3.75% surcharge shall be deposited into the Fund. Sets forth the purposes for which moneys in the Fund may be used. Effective immediately.

Provides an exemption from the prohibition on sale, manufacture, purchase, possession, or carrying of a switchblade knife to a person who possesses a currently valid Firearm Owner's Identification Card previously issued in his or her name by the Department of State Police or to a person or an entity engaged in the business of selling or manufacturing switchblade knives. Effective immediately.

In the amendatory changes to the Unified Code of Corrections, provides that the Prisoner Review Board may (rather than shall) release a low-risk and needs subject person form mandatory supervised release as determined by an appropriate evidence-based risk and need assessment.

In reply, Mr. Harmon refers again to "a staggering number of guns" coming from within the state.

 

On the question of Constitutionality, the sponsor seems unfamiliar with the recent Ezell decision and says it doesn't affect gun owners.

 

He refers to Senator Rauoul's mandatory minimum failure, as if he is owed passage of some bill.
