Tjan Posted June 6, 2019 at 07:10 PM Share Posted June 6, 2019 at 07:10 PM I have an Illinois CC permit which expired a month ago. I had submitted my application 90 days prior to the permit expiring, and the status still shows it being under review. I understand that I can still carry but have been told that local law enforcement does not have access to the State Police database which shows that I submitted my renewal. If I'm pulled over I can be arrested, and while I ultimately won't be charged I'll lose my FOID as soon as my arrest hits the computers and it'll take a while to go through the process of getting it back. Am I understanding this correctly, or is it ok to keep carrying? I'd carry documentation of my renewal application being submitted. As of now I'm pkaying it safe and am not carrying. InterestedBystander Posted June 6, 2019 at 07:37 PM Share Posted June 6, 2019 at 07:37 PM Your CCL is still active. We've had multiple posts where people wrote they were able to see their card as active via an ISP lookup which I believe was through LEADS. BTW, who is telling you local LE can not see current card status?
Jeffrey Posted June 6, 2019 at 07:38 PM Share Posted June 6, 2019 at 07:38 PM Not carrying doesn't sound like a safe option. There are a few threads on this already. Majority is still carrying on an expired license with a copy of the renewal at its side. IANAL and all that but IMO if you were not prohibited at the time of expiry, you still aren't during the renewal. Obviously that would hinge on whether you've been arrested during that time. Where did you hear that your local LE agency does not have access to the ISP database? If you have a computer in whatever remote part of the state that you may live in, it is very likely that they have one also. You can always call the department to find out if they have access. Bubbacs Posted June 6, 2019 at 08:08 PM Share Posted June 6, 2019 at 08:08 PM Shame there are people who would or do tell others this stuff.Sorry you had to possibly stress over carrying. Deep breaths and carry on! Welcome to the forums.
ragsbo Posted June 6, 2019 at 08:34 PM Share Posted June 6, 2019 at 08:34 PM What is the dirty shame is the state continues to violate the law by taking longer than allowed to process these with no negative consequences.

firepiper Posted June 6, 2019 at 11:05 PM Share Posted June 6, 2019 at 11:05 PM My instructor for my renewal class spouted the very same “don’t carry” warning... Read the law directly to her... Was spouting the theory that out of state permit holders are prohibited as well (yes, the whole in/out of vehicle factor was discussed) That being said, the same agency was spouting off against concealed carry overall when I sought training documents from them for my FL card... Tjan Posted June 13, 2019 at 11:37 AM Author Share Posted June 13, 2019 at 11:37 AM The license came yesterday, so I’m good. It’s a shame the state creates these situations.
Neumann Posted June 13, 2019 at 03:48 PM Share Posted June 13, 2019 at 03:48 PM My CCL went active 6/7 and arrived in the mail Tuesday, 6/11. I submitted my renewal on 2/26, so about 102 days elapsed. The statute clearly states that your CCL expiration is extended once your application is accepted. Whether that applies to reciprocity is unclear, but it would constitute an active defense. Utah only asks upon renewal, and Florida doesn't care one way or the other.
