The Illinois State Police is taking a technological leap forward in an effort to speed up the processing of Firearm Owners Identification (FOID) cards and Concealed Carry License (CCL) applications, according to a statement released Tuesday.

NBC 5 Investigates reported in August that the state’s Firearm Services Bureau was staffed with five individuals to help the thousands of people with questions about their CCL and FOID applications. Applicants reported not being able to get through to a live person when they contacted the call center. Additionally, a suburban Chicago shooting range owner explained how a survey of his customers revealed the state was taking about 120 days to process CCL applications submitted with fingerprints and 140 days for applications submitted without fingerprints. He said the process is supposed to take 90-120 days.

On Tuesday, the Illinois State Police announced via Facebook that in 2020 it plans to implement a technological solution to help CCL and FOID applicants.

Implementing technical measures for non-technical problems is rarely a solution. It does, however, offer an opportunity to blame a machine instead of a person the next time there's an issue.

You know, the only part of this that bothers me is the fact that so much of the fees permit holders pay in for their LTC's was supposed to go directly to the ISP to upgrade and streamline the process. Nice fast and powerful computers, a permanently staffed firearm/FOID/LTC office, and whatnot. They're just now, 5 years after the start of the whole shebang, realizing that the system needed upgrading?

 

Where'd all that money go?

This is what you get when there are no penalties on the State for not making the time frames put forth in the law. IF the state or person in charge was held accountable, they would have solved it a long time ago. But this was set up to be this way from the get go as a method of harassment to those who dare exercise their rights.

They are touting a VOIP system...its going to take more than that, especially with 5 people getting 25k+ calls per week.

From August:
..."According to a State Police press release, the improvements will allow callers to select their specific issues and potentially resolve them independent of an agent. It will also provide callers the ability to renew a FOID card or CCL with no address change over the phone, including payment, without speaking to a live agent.

The estimated cost of implementation is $750,000 with a recurring monthly cost of $10,000. The vendor is Presidio and the costs are being paid for through the State Police Firearm Services Fund."...

I pointed out this money question to our anti-2A rep last week when my FOID renewal passed the 70-day mark. No response, but will keep trying.

This is what you get when the people writing the laws make sure that they do not write any penalties for non compliance on their part but penalties for non compliance on your part.  
 

Illinois is a one party state without the benefit of the checks and balances of a two party system of government. Just look how great that type of government is working out for California.

Shoulda written in a provision for a full refund of all fees (plus prints) if they were non compliant.

$750k for a phone system for 5 employees? Please. At least $700k of that is pure waste/fraud/payoff. $10k a month? What are they paying for?

Take that money, hire people to actually do some work, fire adminstration that doesn't work, problem solved.

I put in a new phone system for my company with 150 employees for around $200k.

This included the special call center software for our customer service dept.
