Representative Ives admits she has an FOID _and_ a concealed carry license. wonders why this bill exists since people shooting at the tannerite will already have an FOID card ... thinks this bill would be unnecessary. Rep. Morrison was the genesis of the bill. generated by the illinois chiefs of police "who know what they're doing"

So no one mentioned in debate that this is an FTIP call to buy a consumable product...

Thought that was removed on one of the amendments?

From the summary page:

Senate Floor Amendment No. 2

Deletes reference to: 430 ILCS 65/3.1

Deletes language in Senate Amendment No. 1 providing that upon receiving a request from a federally licensed firearm dealer, the Department of State Police shall immediately approve or disprove the delivery of pre-packaged explosive components and notify the inquiring dealer of any objection that would disqualify the transferee from acquiring or possessing pre-packaged explosive components. Deletes language providing that in conducting the inquiry, the Department of State Police shall initiate and complete an automated search of its criminal history record information files and those of the Federal Bureau of Investigation, including the National Instant Criminal Background Check System, and of the files of the Department of Human Services relating to mental health and developmental disabilities to obtain any felony conviction or patient hospitalization information which would disqualify a person from obtaining or require revocation of a currently valid Firearm Owner's Identification Card.

Got me thinking I really need to read the bill more closely.

If powders are covered...

Still angry so many dumb Republicans voted for the bill, especially when you look at all the loopholes.

You can sell ammonal targets as two components that need purchases separately. Tannerite also can be split up and sold separately.

If this bill was supposed to be an anti-terrorism bill, then they failed to consider bulk purchasers would not be buying pre-packaged.

So, if I go into a big box store and buy a bag of fertilizer for the wife's garden and a jug of fuel oil for the garage heater, the cashier has to do a background check?

Not unless they are packaged together unmixed.

Two single materials sold independently are not regulated by this bill.

Gotcha, thanks. Leave it to the ILGA to come up with a "solution" that doesn't affect criminals at all, mildly inconveniences legitimate users, and has no effect on the (non-existent) "problem" whatsoever...

Exactly. You would think they would fix existing issues, such as no budget...
or unlawful use of an elephant...oh, wait...they did fix that!
