As I remember, the NDAA authorized the military to carry in U.S. Bases and Centers leaving the implementation to branch leadership. Still dragging. Of course, right now he's pushing for funding for the "wall" and immigration reform, and threatening to shut the government down unless he gets that. So throwing national reciprocity into the mix would muddy the legislative waters. However, while the Rs have majorities in both the House and Senate, getting 2A-friendly legislation passed should be straight forward. But we've seen how that has worked out...
