The GA is back in session. I hear about the committee meetings being held and assume that they are meeting re: the amendments to bills that have already been passed on to second reading as I've been told that no new bills can be passed by committee now.

 

Does anybody have a list of the shell bills that were passed out of committee and should we be looking at those to make sure they don't morph into something bad???? Should we watching these closely???

 

Any bills that we know of that we need to start making calls on??? 5191, 5227?? (BAD). 1304, 5506?? (GOOD).

HB 758 may be coming up for a vote soon, like tomorrow. It's the bill calling for background checks on private sales between individuals. The sponsor, Harry Osterman has amended the bill today to make it mandatory that all gun sales and transfers take place at an FFL's place of business.

 

Obviously, this bill would only affect law abiding citizens making legal transfers of handguns. The gangbangers that it's aimed at won't pay anymore attention to this than they do to the ban on handguns in Chicago that's been in effect for 20+ years.

 

Call, fax and e-mail your representative tonight or tomorrow and ask them to oppose HB758!! Do it even if your rep is on our side and especially if you have a fence sitter for a rep. If you're saddled with an anti, call and fax several times, and encourage all your friends, and aquaintences to do the same. Get the point across!!!

 

We can beat this one too, but the Brady bunch has already put out the word to their group. We need to get going on this now!!!!

Dangerous anti-gun legislation is currently pending action on the Illinois House floor and your action is needed today.

I made my calls...got through to each, on the first try (which makes me wonder if they are not getting many calls).

 

Sometimes I fear that these "stickied" threads do not get the member traffic that the regular forum threads get....

 

I made mine about 8:45, got one busy signal. There is a thread in the regular forum on this. I'm trying to keep it near the top so it shows up there and in the "View New Posts" section. One of the ladies "filled in the blank for me" the rest just took the bill number and said they'd pass it on.

 

Maybe they'll give up since they got thier tails beat yesterday on 4393!! Naaaaa, that'll never happen.

On Wednesday, May 28, the Illinois House of Representatives Executive Committee voted to amend House Bill 2760 to include a lost or stolen firearm clause. Under this new amendment, anyone with a valid Firearms Owner's Identification (FOID) Card who is either the victim of a crime where a lawfully owned firearm is stolen, or if they lose a firearm, must report the theft or loss to the authorities within 72 hours. Failure to do so could lead to the gun owner being charged with a petty offense for a first violation, and could lead to revocation of the FOID card for a second offense, thus prohibiting that person from owning a firearm. Besides the difficulty in proving at what point the firearm is lost or stolen, this potential law only applies to those who legally own handguns. This bill would essentially add insult to injury by allowing legal gun owners to be made into criminals after being victimized by criminals.

 

The House could also take up Senate Bill 1007 at anytime, which would ban the manufacture, possession, delivery, sale, and purchase of standard capacity ammunition magazines capable of holding more than ten (10) cartridges.

 

This bill is worded so broadly that it would also ban certain firearms, such as some Henry rifles, which have attached tubular magazines capable of holding more than ten rounds of ammunition. This lever-action rifle, whose design dates back to the 1860s, could be prohibited under SB1007, making this bill far more than a magazine ban.

 

The 2008 Illinois legislative session is quickly coming to a close and it is critical that you make your voice heard. Winnegabo County Board Members Pursue Right to Carry!

Winnebago County board members not only want to hear from you - they want to see you in person!

 

Winnebago County was one of the early counties to lead the way in approving the Pro Second Amendment Resolution. A number of county board members are not content to merely recognize the Second Amendment but are also deteremined to honor it. They have proposed an ordinance requiring the county sheriff to issue a license to carry to law abiding Winnebago County residents that pass the necessary requirements.

 

The county board has established a sub-committee to address the proposed ordinance and this committee is openly soliciting your comments by opening their meetings for public comments. If you are unable to make the meeting you may post your comments on line and they will be presented at the meeting. 82 Counties have now joined the Pro-Second Amendment Revolution!

Four more counties have joined the ranks of the Second amendment revolution sweeping the state of Illinois. County Board members of Mercer, LaSalle, McLean, and Kendall counties have shown their courage and dedication to keeping their oath of office. Efforts are currently under way in Boone, Lake, and Sangamon counties!

IllinoisCarry Firearm Alert - June 21, 2008

 

There is definitely a new wind blowing across the state of Illinois and it carries with it the fresh sweet fragrance of FREEDOM! There are so many pro-Second Amendment news items to report that it is hard to know where to begin. We have Winnebago Co. working to pass their own Right to Carry ordinance, the IL GOP adopted a new platform at their Convention earlier this month that endorses a right to carry law for Illinois citizens, the U.S.Supreme court is expected to announce a ruling any day that the Second Amendment is an INDIVIDUAL right of the PEOPLE, and the Pro-Second Amendment Resolution continues to make progress across the state!

Winnebago County Board Proceeds with Right to Carry Resolution:

As most of you have heard Winnebago County Board members support law abiding citizens having the means to protect themselves against the criminal element. They have introduced a resolution which outlines applicant guidelines and procedures for the sheriff to issue permits to carry loaded firearms. The next sub-committee meeting will be on June 24th at the administration building (404 Elm St.) in Rockford it is right down the street from Memorial hall. It will start at 5:30 on the 5th floor. There will be no open forum or chance for the public to speak but the news media will be there and we want to pack that room.

 

Boone County: The Pro Second Amendment County Resolution has been presented to the Administrative and Legislative committee and they have scheduled another meeting to further discuss the resolution on June 30th, 6pm in the Boone County courthouse in Belvidere, IL. IL GOP Endorses Right to Carry!!

Just a few short weeks ago the IL GOP adopted a new party platform at their convention in Decatur. A new plank in that platform was completely ignored by the media - the IL GOP's new party platform comes out in support of Right to Carry for Illinois citizens!! At the bottom of page six you will find this surprising addition:

ENHANCING PUBLIC SAFETY FOR OUR CITIZENS

While the threat of terrorism is certainly a significant aspect of safety for Illinois citizens, day‐to‐day safety and

security of our local communities is also critical. A majority of the crime committed in Illinois is by repeat

offenders. We need to ensure that crime is aggressively prosecuted and prison sentences are carried out.

Even with more faithful execution of our laws by law enforcement from the street to the judicial bench, citizens

will remain at risk to criminal acts in their homes, their neighborhoods, their businesses and in going about their

everyday lives. Illinois Republicans note with shock and dismay the growing climate of violence in Illinois’ largest

city and call upon Gov. Blagojevich and the General Assembly to enact such policies as may permit law‐abiding

citizens to protect themselves, their families, their property and their businesses. Specifically, we endorse:

 

Continued use of the Firearm Owners Identification system and use of criminal and mental background

checks by licensed firearms dealers;

 

State pre‐emption of local ordinances which impede the right of law‐abiding citizens to keep and bear

arms (see the Second Amendment to the U.S. Constitution);

 

We strongly endorse and support the 2nd Amendment to the Bill of Rights to the U. S. Constitution. We

believe every citizen (American) has the right to keep and bear arms. No state city or local law should

be allowed to infringe upon this right;

 

Enactment of “Concealed Carry” legislation offering permits to properly trained, law‐abiding citizens to

bear concealed weapons for personal protection; and

 

We call upon the legislature to develop a comprehensive strategic plan for Illinois Prison

closure/construction policy. The plan should be a five year, ten year and twenty year plan for prison

usage, closure and openings. We call upon the state to assist effected communities with an economic

development strategy that will introduce alternative employment opportunities in those communities;

Let the Celebration Continue!!

A spirit of celebration spread across the country just one week ago when the U.S.Supreme court ruled what we have known to be true all along - the Second Amendment right to keep and bear arms is an INDIVIDUAL right! No where was the ruling more welcome news than in the state of Illinois.

 

In the span of one short week the Illinois community of Willmette has suspended its handgun ban and the Mayor of Morton Grove has announced that he will propose a repeal of their handgun ban. We will be watching Mayor Daley of Chicago with great interest and anticipation to see how he responds to the ruling and to the fact that the Illinois State Rifle Association filed suit on behalf of 4 Chicago residents whose constitutional rights have been violated by that city's handgun ban.

 

This is truly an important time in the history of our nation and our state. We do not yet know where this monumental ruling will take us but we here at IllinoisCarry are ready to begin a new phase - the Supreme Court has defined who the "people" are in the Second Amendment - let us now move quickly on to "shall not be infringed"!!!

Marshals/Hosts needed for SAFR Rally: We will be needing around 72 marshals for the rally. We will also have literature for the marshals to hand out to attendees.

IF YOU PLAN TO GO: This is a celebration of the U.S. Supreme Court ruling in the Washington D.C. vs. Heller case. It is important that we put our best foot forward and present the same image of Illinois firearm owners that we do at IGOLD - friendly, courteous, and respectful of the othe r attendees and our surroundings. Please be mindful that it is entirely possible that folks who do not support our cause may be present in the crowd - we urge you to refrain from entering into debate or argument with any opposing factions. We are suggesting casual/business casual attire. The rally is outside on the plaza so be sure to bring sunscreen or umbrella whichever the case may be. There is a food court in the downstairs portion of the Thompson Center if you need to grab a quick bite before or after the event.

We have been instructed to keep the entrances to the Thompson Center clear and also that we must stay out of the street and not cause a traffic hazard. Everyone does a terrific job at IGOLD and I have no reason to believe we will be any different at this event.

 

 

Willmette, IL to draft new firearm ordinance:

Village trustees will review a draft ordinance to repeal the local law at their regular meeting at 7:30 p.m. Tuesday at Village Hall, 1200 Wilmette Ave. The ordinance will be introduced at that meeting, and could be voted on at the next meeting, or referred to a subcommittee for more discussion. The board could try to look for other forms of gun restrictions short of an ownership ban that might pass legal muster. You are encouraged to contact your village trustees and inform them that the U.S. Constitution's Second Amendment also contains the words "shall not be infringed" and you expect them to honor the entire amendment or they can expect further litigation.

 

Morton Grove to Review Handgun Ban:

Monday July 14, 2008 the Morton Grove village board will meet at 7:30 pm to review their handgun ban ordinance. Residents of Morton Grove are encouraged to contact their village board members and urge them to permanently rescind the ordinance.

 

Winnebago County Board Proceeds with Right to Carry Resolution:

From Kenny Polhamus: July 8th will be the next Sub-committee meeting, 5:30 at the Winnebago County Administration Building (5 floor) 414 Elm St. Rockford. There will be no public speaking but we do need more people than last time, we need about 30-40 people to attend this meeting in support of the right to carry a firearm for self-defense.

 

Sangamon County Board dragging their feet on Pro-Second Amendment Resolution.

While most of the members of the Sangamon County Board ha ve gone on record as supporting the Second Amendment, they are still dragging their feet at the idea of bringing the resolution before the entire board for a vote. The members of the Sangamon County Rifle Assoc. have started a petition drive to urge a board vote. If you would like to sign the petition please contact the SCRA at sangamoncorifleassociation.org.

Historical Second Amendment Freedom Rally: Huge Success!

We did it! Second Amendment supporters traveled into the belly of the beast to celebrate the U.S. Supreme Court ruling in the Washington DC vs. Heller case. An estimated crowd of 600-800 supporters of the Second Amendment right to keep and bear arms made history in downtown Chicago on Friday, July 11th as they attended the first ever Second Amendment Freedom Rally to be held in that city. The rally, sponsored by the Illinois State Rifle Association and IllinoisCarry.com, was held outside the James R. Thompson Center which houses Gov. Blagojevich's Chicago office and is also located directly across the street from Chicago City Hall which houses the office of Chicago Mayor Richard Daley. The event was planned to send a message to Gov. Blagojevich and Mayor Daley both whom continue to voice steadfast opposition to the recent U.S. Supreme Court ruling recognizing the individual right of ordinary citizens to keep and bear arms. The featured speaker for the rally was Dr. Suzanna Hupp whose parents were murdered in the infamous mass shooting at Luby's Cafe in Killeen, TX. Evanston, IL to drop gun ban!

Change is on its way! Just this past Monday the aldermen of Evanston, IL directed the city's legal team to amend existing firearm ordinances to bring the city into compliance with the recent U.S. Supreme Court ruling making it clear law-abiding citizens have the right to keep and bear arms. Please keep a close eye on this process and let’s make sure they get it right.



Morton Grove to Repeal Handgun Ban!

From the village website: The village of Morton Grove’s Ordinance 08-11 has banned possession of handguns and other dangerous weapons within the Village since its adoption on June 8, 1981. This ordinance has been codified in Title 2, Chapter 6 of the Village’s Municipal Code. In light of the Supreme Court’s decision, Mayor Richard Krier has directed Corporation Counsel Teresa Hoffman Liston to prepare an ordinance for Village Board consideration amending the Village’s Municipal Code, Section 6-2-3 so it is compliant with the Supreme Court decision. This ordinance was on the Village Board’s agenda on July 14, 2008. Minutes of this meeting are not yet available.

 

Help Winnebago County Right to Carry Efforts!!

Proponents of a Right to Carry ordinance in Winnebago Co. are asking for your help. The sub-committee developing the ordinance will begin meeting every Tuesday at 5:30 in room 303 of the Winnebago county administration building. The sub-committee wants to get this done, to the full board, & passed before labor day. They need your support. Please round up your family, your neighbors, and friends and attend one of these meetings. Also, the Rockford Register Star has refused to print most of the Letters to the editor that support the ordinance. Efforts Continue on Lake County

Pro Second Amendment County Resolution

From Glenn Garamoni: To date, 82 counties in Illinois have passed this resolution. I am among those who are working to make Lake County the 83rd. We have lobbied the Lake County Board with phone calls, letters, and e-mails since the beginning of March, all to no avail. They have equivocated, ignored, and dismissed our pleadings, citing their cowardly mantra, "it's not the County's business". Therefore, we will be taking our case directly to the Board at their monthly meeting: Tuesday, August 12th 2008, at 9 am, at 18 N. County St. 10th Floor Waukegan IL 60085There is a security check at the County Building metal detectors etc. Don’t be armed in any way flashlights, knives etc. Allow extra time. Be there about ½ hr before 8:30 am or even earlier With your help, we hope to convince the Board to seriously consider this resolution by sending it to committee, hearing testimony, and putting it before the whole board for a vote. We are in need of well-spoken people, properly prepared, especially women, to tell our public servants that our constitutional rights are indeed their business as sworn elected officials. Those of you wishing to address the board must sign in and will be given three minutes to speak. County residents will obviously be given deference, but anyone is encouraged to participate. Also, equally important, a silent show of support by as many freedom-loving people as possible will go a long way in convincing the Board of the importance of our cause. Our goal is 100 or more supporters attending; politicians are impressed by numbers. Can you please find the time to attend this important meeting? John A. Logan College in West Frankfort will be offering firearms classes beginning the latter part of August. Instructors Mike Corkran and Larry Morse will be presenting the NRA Basic Pistol Class Friday, August 22 from 6pm to 10pm and Saturday, August 23 from 8am to approximately 5pm. Mike and Larry will also present a Personal Protection in the Home Class every Wednesday and Thursday night each week in September. The class is 16 hours and includes evaluating your home and being prepared, the law as it applies to self-defense, picking out the right handgun for personal protection, 6-8 hours of shooting and several other topics related to self-defense.

Candidate for IL House Says Constitutional Rights



Should Be Subject to Local Control

What would you say to a candidate that thought the right of women or minorities to vote should be subject to local control, or that your town newspaper should be under the control of local politicians? What if she thought your freedom of religion should be subject to control by your city council? Sounds pretty crazy doesn't it? But that is just what Peggy Brothman, Republican candidate for State Representative in IL District 44, says about your constitutional right to keep and bear arms. Ms. Brothman, running on the Republican ticket, also does not seem to know that the IL GOP adopted a new platform at their June convention which endorses a right to carry law for law-abiding Illinois citizens. I encourage you to call and email Ms. Brothman this week, politely but firmly inform her we don't need another politician in Springfield who will infringe on our constitutional rights. Wilmette will vote on repealing their handgun ban at 7:30PM Tuesday, July 22nd. The meeting will be at the Wilmette Village Hall located at 1200 Wilmette Ave in Wilmette, Il.

 

I have heard the anti's are expected to be out in number. We need to make sure our number is greater. If you are anywhere near this part of the state, please make plans to attend.

14 Counties Have Concealed Carry Referendum on November Ballot

Residents of 14 Illinois counties will be asked "Shall the General Assembly enact legislation to permit the carrying of concealed firearms? [ ] Yes [ ] No". Those counties include: Crawford,

Effingham, Franklin, Greene, Jasper, Jefferson, Kendall, LaSalle, McDonough, Ogle, Saline, Union, Woodford, and Winnebago.

 

It is urgent we get the message out encouraging voters to support this referendum with their "yes" vote. We need to blanket these 14 counties with letters to the editor, flyers, and yard signs. You do not have to live in particular county to send a letter to the editor. The ISRA has flyers available that explain the issue. Please print them and help get them distributed in these counties!! Yard signs and t-shirts are available for purchase here.

In an effort to educate voters in Saline County about the concealed carry referendum a town hall meeting has been scheduled for Tuesday, Oct.14th 6:30 pm at the Lion's Club Bldg. located in the 1400 block of South Main St. in Harrisburg, IL. More Counties to Consider Ballot Referendum for License to Carry?

During the recent general election a referendum encouraging state lawmakers to enact legislation allowing the carrying of concealed firearms by citizens was placed on the ballot in 14 Illinois counties. The measure passed in 10 out of the 14 counites. While poor wording of the referendum may have contributed to the fact that the referendum was not successful in those four counties there was also a clear indication that greater effort to educate voters about license to carry in the remainder of the state is paramount before more referendums are placed on ballots in additional counties. It is taking a great risk to subject a constitutional right to public approval or popular vote. The battle lines are being drawn in the State Capitol!

The new 96th session of the Illinois General Assembly has convened and Chicago/Cook County legislators have already filed bills calling for an "assault weapons" ban, one gun a month, a ban on private sales, and all the usual infringement the likes of Cook County and Mayor Daley keep trying to force onto the rest of the state! Illinois gun owners and supporters of the Second Amendment cannot sit idly by and let this happen!

Illinois State Police Violate FOID Act!!

If you have recently tried to apply for or renew your IL Firearm Owner's Identification card you are keenly aware that it is taking the ISP far longer than the 30 days allowed for processing. A current voice message at the ISP states that processing is taking an average of 56 days.

 

The huge problem is if your FOID card has expired during that time what is your legal status as a firearm owner? The same state law that says FOID cards must be issued within 30 days of receipt of the application also says you must have a valid FOID in order to be in possession of firearms or ammunition here in Illinois.

 

If it has been 30 days since you applied for a FOID or a renewal and you are in danger of being in violation of the FOID Act due to the failure of the ISP - call your state senator and state representative and request their help in expediting your application or renewal. Our state legislators are there to help you and should be made aware of the arrogance of the ISP to arbitrarily violate the conditions of the FOID Act.

Illinois Sheriffs' Association Votes Unanimously



in Support of License to Carry!

With the following sentence history is made in Illinois, "Therefore, be it resolved, this 3rd day of February, 2009, that the Illinois Sheriffs’ Association, by a majority of those voting, support the right of law abiding citizens to possess and carry a concealed firearm for the purpose of protecting their life and families; and be it further resolved that a suitable copy of this resolution be delivered to the General Assembly of the State of Illinois."

 

The Illinois Sheriffs' Assoc., known for decades of maintaining a "neutral" position on the right of law-abiding citizens to carry a firearm for self-defense, now recognizes the success license to carry laws have had across the nation and declares it is time for Illinois to join the rest of the country and pass an IL license to carry law .
