I want to be able to give people CCL classes for essentially cost of materials, but I don't know where to begin. It seems you need 40 hours of training, but what exactly does that entail?

If you plan on doing this without incorporating or buying insurance, I'd strongly advise against that. Those costs are part of the "cost of materials." Training ain't cheap for a reason.You're going to be surprised at how costly "cost of materials" turns out to be.

I don't think IL allows that. You could probably get away by not giving any handouts but most students want them.

There is another option. Find a range that will cover the insurance costs. But I still agree with the idea of having personal liability insurance. It will cost you around $300-$500 annually.
