I'm looking to leave Illinois, I'm going to a state that Illinois allows to get a non-resident ccl. Will Illinois allow me to convert my ccl to a non-resident license? Thank you. The ISP will cancel your FCCL when you get your new driver’s license, and you will need to reapply for the IL FCCL once you obtain a permit or license in your new state. I'm betting you will have to wait until you get your TX DL and LTC, then reapply and go through the whole non-resident procedure. But, at least you will be able to eventually get there.
