Statutes Amended In Order of Appearance
430 ILCS 66/40
430 ILCS 66/60

Synopsis As Introduced
Amends the Firearm Concealed Carry Act. Provides that notwithstanding whether the laws of the state or territory where the non-resident resides related to firearm ownership, possession, and carrying, are substantially similar to the requirements to obtain a license under the Act, the Department of State Police shall by rule allow for a non-resident license application if the applicant is an active duty member of the Armed Forces of the United States stationed in this State or the spouse of an active duty member of the Armed Forces of the United States stationed in this State. Provides that the applicant shall pay the resident license or renewal fees (rather than the non-resident fees). Effective immediately.

It would be nice if this is a step to lowering the rates overall, because it's onerous as it is right now. Especially with the financial burden of training for those of lesser means.

mauserme, is IllinoisCarry recommending HB4177? I know we were behind SB1524 which went to the Rules Committee, 05/31. Thanks

HB4177 isn't one of ours but when we publish the list of Spring Session bills, it will be in the support column.

On 5/25/2017, Superintendent Eddie Johnson predicted a 50% reduction is Chicago violence within 3 years of SB1722 becoming law.  The bill was signed into law on 6/23/2017. The clock is now ticking.

Ironic isn't it? I'd guess that the predominance of upper-middle class and above in the licensee population is astounding. It's a fairly expensive proposition overall for people to carry anywhere...but particularly in Illinois. A good quality gun and holster, ammo for practice, and self defense ammo has got to be about $700 at minimum....then you have to pay the licencing fees and class costs on top of that. So the total is around $1300 just to get started. I'm guessing not many people making less than $30k are going to be able to justify that expense. Those are precisely the types of people who are the most likely to be violent crime victims. The guy making $300k living in a gated community can easily afford it and is not likely to be a victim of crime, generally.

I'm pretty confident the people Chigagoans trust the most to protect their interests knew their fee structure would deprive many of those trusting souls their rights - for their own good, of course.

Things are still in assignment. Writing seldom hurts as long as you dont rant & rave ;-). Once / if they get to committees and hearings scheduled, filing witness slips to help get them moved to debate is one way.
