sctman800 Posted June 8, 2012 at 02:42 PM Posted June 8, 2012 at 02:42 PM The local paper either Tuesday or Wednesday had an article about the state's pension problems and that Quin was considering calling the legislature back for a summer session. Would that open the door for bringing up the carry law? Of course that is if it does happen. I guess one incentive for this would be another chance for our lawmakers to get extra pay for the special session. Jim.

Jeepster Posted June 8, 2012 at 04:32 PM Posted June 8, 2012 at 04:32 PM Madigan would block anything from coming up that he feels has no business with Chicago!!!

Jeepster Posted June 8, 2012 at 09:25 PM Posted June 8, 2012 at 09:25 PM I could have mis-read the comments and mis-heard the session but I thought Madigan had set the rules a few days ago. Something change???? Just wondering.

John Wisch Posted June 9, 2012 at 02:06 AM Posted June 9, 2012 at 02:06 AM LOCKMAN, YOU NEED TO BE 21 TO POSSES A HAND GUN! IT'S A FEDERAL LAW... PLUS WE HAVE COOK COUNTY IN THIS STATE I DONT SEE O.C ON THE HORIZEN &, IF WE DID, IT STILL IS A TACTICAL MISTAKE. THE MAJORITY OF THE FOLKS HERE ONLY WANT A 4 HOUR CLASS FOR TRAINING. THERE WILL BE NO WEAPON RETENTION TACTICS, OR HAND TO HAND WITH RETENTION TAUGHT DURING THAT CLASS.SO WHEN THE WEAPON DISARM COMES, WHAT THEN?
lockman Posted June 9, 2012 at 02:53 AM Posted June 9, 2012 at 02:53 AM The 21 age applies only to sales by FFL's. IL state law allows possession at 18. As for Cook county (Chicago specifically ) they will kick and scream all the way.
lockman Posted June 9, 2012 at 03:01 AM Posted June 9, 2012 at 03:01 AM As for the weapon retention that is addressed in other threads.

THERE WILL BE NO WEAPON RETENTION TACTICS, OR HAND TO HAND WITH RETENTION TAUGHT DURING THAT CLASS.SO WHEN THE WEAPON DISARM COMES, WHAT THEN? John, Please do not use caps lock. It means you're yelling. 21 is not the age to possess a handgun federally, either. There's NRA lawsuits in Texas which are taking that on directly. Let me squash this crap right now: There will be no unlicensed OC in the State of Illinois, period. Keep in mind that you need a FOID to even possess a firearm, so it's not "unlicensed" or "constitutional carry" in the way that most of the country thinks of it. If OC were available, it would be through the license to carry.

That is a large misconception. You merely need to be 21 to PURCHASE a handgun from an FFL.I know this because when my grandfather died, he left me a few firearms. At the time I was only 19. The lawyer doing the will contacted many outlets and it is completely legal under federal law. And IL law has nothing to say under it. Therefore, it is legal. Also is caps lock cruise control to cool or something?
drdoom Posted June 9, 2012 at 02:13 PM Posted June 9, 2012 at 02:13 PM 1. Exempt permit holders of Illinois conceal carry permit from waiting period for handgun/rifle Any person, who, holding a valid, and current permit to carry concealed weapons, displays such permit, to a licensed dealer of firearms, shall be exempt from any such waiting period, for any handgun, rifle, or shotgun. 2. Exempt permit holders from state's ban on NFA items Person(s) licensed under this act, shall not be prohibited from the purchase, or possession, of any such firearm muffler, short-barreled rifle/shotgun, machine-gun, or any other such weapon as described in the National Firearms Act 3. Strike, the following, from 'prohibited places' list: Libraries Race tracks, and Stadiums Bar's (misdemeanor for first time offense, if person carrying, has an alcohol limit over the legal limit for driving) High-Schools, Community College's, or any other publicly funded higher learning institution (privately funded, or religious school's are exempt, or they choose to allow permit holders) 4. No duty to inform officer 5. Unlicensed 'Open Carry', provided person has current, valid FOID A person may carry, on or about his person, any such pistol or revolver, openly, provided that such pistol or revolver is carried in such manner that, the firearm in question is not completely concealed from public view (for instance, a person could carry openly in a shoulder holster, and wear a hoody, as long as the hoody or jacket remains unzipped, it constitutes not being concealed completely) I agree with the above posts WE are in the driver's seat, NOT Madigan!

Tvandermyde Posted June 9, 2012 at 08:26 PM Posted June 9, 2012 at 08:26 PM guys don't confuse RTC with other issues like waiting periods. That isn't gonna happen in a carry bill. Now some of the "restricted" places may may you feel better, but politically winning the vote is something else. They would love to force votes on a dozen or more amendments just so they can have the maill piece that says Rep so and so voted to allow guns in libraies and start pulling the news stories out of Michagan. politically it's not all doabale. but we can make it much better than what we negotiated in 148
Sidartha Posted June 9, 2012 at 09:17 PM Posted June 9, 2012 at 09:17 PM In my opinion open carry is important because it prevents the problem of committing a crime when your gun is accidentally exposed for whatever reason.I realize that 148 had language that addressed this but in my opinion it left too much up to someones discretion, how much is too much ect.If OC is linked to a carry permit then that's fine with me. The second thing on my wish list would be eliminate the duty to inform. Other than that I liked the two bills and would be happy with either.
3ddiver Posted June 10, 2012 at 02:28 AM Posted June 10, 2012 at 02:28 AM I agree with doing away with duty to inform. I think that is going to be a bad deal for certain areas of the state. I understand that it was in there for the bargining power but it definately needs to go.
papa Posted June 10, 2012 at 02:43 AM Posted June 10, 2012 at 02:43 AM My wish list ... 4 hrs max. training time. $ 50 - $60 dollars max for 5 yr. license $ 25 - $ 30 dollars for renewal ( 1/2 cost of original ) No requalifying at renewal no duty to inform ( only 8 or 10 states have duty to inform ) open carry allowed

Yeah, just look at that poor guy that tried to inform but kept getting cut off by the hero cop before being harrased and arrested for "not" informing.
